MANILA, Philippines – The Anti-Terrorism Council (ATC) has formally classified the Communist Party of the Philippines (CPP) and its armed wing New People’s Army (NPA) as terrorist groups.
In its Resolution No. 12 of December 9, the ATC said that it found “probable cause that the CPP / NPA committed or conspired to commit the acts defined and sanctioned under Section 4 of the ATA (Antiterrorist Law) and hereby designates the CPP / NPA as organizations, associations or groups of terrorists ”.
This has occurred three years since President Rodrigo Duterte issued Presidential Proclamation No. 374 in December 2017 declaring the CPP and the NPA as terrorist groups.
The ATC resolution also mentioned the petition filed by the Department of Justice (DOJ) that seeks to declare the communist group and its armed corps as terrorists and illegal organizations.
“Considering that, the presentation of said petition by the NPS (National Prosecutor’s Office), the DOJ clearly established the existence of probable cause that the CPP / NPA committed, attempted to commit or conspired in the commission of the acts defined and sanctioned by the ATA ”Said the resolution.
The official ATC label on CPP and NPA as terrorist organizations means that their assets must now be subject to the authority of the Anti-Money Laundering Council to freeze in accordance with Section 11 of the Republic Law No. 10168 or the Prevention Law and Suppression of the Financing of Terrorism, as provided under Section 25 of the ATA.
The CPP, formed in 1968 by José María Sison who went into exile in the Netherlands, will celebrate its 52nd anniversary of foundation on Saturday, December 26.
In a statement issued on Friday, the CPP said that the revolutionary forces will carry out “simple but joyous” activities to mark their anniversary.
But Defense Secretary Delfin Lorenzana said the CCP has no reason to celebrate and should instead be ashamed of itself. “It is a total failure. Rather, it left a trail of death and destruction across the country that continues to this day, ”Lorenzana said.
