MCIAA executive under ‘preventive suspension’

CEBU CITY, Philippines – The Ombudsman has placed the Mactan airport’s top official on preventive suspension after allegations of anti-dummy law violations were brought against him.

In a resolution dated December 16, 2020, Ombudsman Samuel Martires ordered attorney Steve Dicdican, general manager of the Mactan Cebu International Airport Authority (MCIAA), to temporarily vacate his post for six months while the anti-government agency state bribery conducts investigations into complaints Dicdican and various airport officials allowed foreign property to enter the airport.

This was in connection with the complaints filed by the central office of the National Bureau of Investigation (NBI) on December 14, 2020, accusing Dicdican and 15 others of violating the antidummy law by allowing foreigners to operate and manage the International Airport. Mactan Cebu. (MCIA).

Martires, in his seven-page decision, revealed that the NBI Anti-Fraud Division complaint originated from one Larry Iguidez.

Considering his position as General Manager of MCIAA, and in order to prevent any possible alteration of evidence, harassment of witnesses, interference or exercise of influence by Dicdican, and / or retention or concealment of pertinent records or documents, this Office finds justification to place the defendant under preventive suspension pending investigation of this complaint ”, indicated parts of the document.

In a text message sent to CDN Digital, Dicdican said it has not yet received a copy of Martires’ resolution.

“I have not yet received any allegations or orders from the Ombudsman … I have not even officially received a copy of the complaint yet,” Dicdican said.

“It would be contrary to due process to suspend me without giving me the opportunity to respond to the accusations,” he added.

MCIA is the second busiest gateway in the country. It is co-managed and cooperated by two agencies: the government MCIAA and GMR-Megawide Cebu Airport Corporation (GMCAC).

GMCAC was a consortium made up of Megawide Construction Corporation and GMR Construction, an engineering conglomerate based in India.

Dicdican previously criticized NBI’s decision to file cases against him and 15 other airport officials for allegedly violating the antidummy law.

He also questioned the timing of the cases.
