MANILA – President Rodrigo Duterte appointed the controversial Metro Manila police chief, Major General Debold Sinas, as the new chief of the Philippine National Police, Malacañang said on Monday.
Sinas’ appointment will take effect on Tuesday, November 10, said presidential spokesman Harry Roque.

Sinas will replace General Camilo Cascolan, who will reach the mandatory retirement age of 56 for uniformed personnel on Tuesday, just 2 months after he assumed command of the 210,000-strong police force.
Based on the PNP hierarchy, the Deputy Chief of Administration, Lt. General Guillermo Eleazar is the second highest police officer behind Cascolan.
“Presidential appointments are really very executive in nature. It is the prerogative of the president. And he does not need to give any explanation about his appointment,” Roque said when asked about Duterte’s selection process.
“However, of course, the president looked at the record of his designee. And the president has long said that the new head of the PNP, Sinas, really helped a lot in his war on drugs,” he added.
