“Today, ‘Tonyo’ is forecast to bring moderate to heavy rains over the Kalayaan Islands, while the prevailing easterly winds enhanced by Tonyo and Ulysses will bring moderate to heavy rains over the Babuyan Islands, the mainland Cagayan Valley, the administrative region Cordillera, Ilocos Norte, Aurora, and the northern part of Quezón, including the Polillo Islands ”, the Philippine Astronomical, Geophysical and Atmospheric Services Administration (Pagasa) said.

“Light to moderate rains, sometimes heavy, will be experienced in Metro Manila, the Bicol region, the eastern Visayas and the rest of the Ilocos region, central Luzon and Calabarzon,” he added.

Tonyo and Ulises track

Tonyo intensified to a tropical storm at 2 a.m. and left PAR at 4 a.m., according to the Pagasa severe weather bulletin at 5 a.m.

Pagasa reported that downtown Tonyo was last seen 710 kilometers west of the city of Calapan, Oriental Mindoro, while Ulises was last seen 800 kilometers east of the city of Surigao, Surigao Del Norte.

Pagasa said Ulises has maximum sustained winds of 45 kilometers per hour near the center and gusts of up to 55 kilometers per hour. It is moving northwest at 15 km / h.

Flood and landslide warnings

There are no signs of wind from tropical cyclones anywhere in the country, but Pagasa warned that flash floods and landslides caused by rain are possible.

Hurricane-force winds are expected in Batanes, Babuyan Islands, Ilocos Norte, Apayao and the northern part of mainland Cagayan due to the northeast monsoon intensified by Tonyo, according to Pagasa.
