DPWH blacklisted 25 contractors – The Manila Times

The Department of Public Works and Highways (DPWH) has blacklisted 25 expensive project contractors for deliberate delays in their work.

Public Works Secretary Mark Villar said on Friday that contractors had been repeatedly warned to complete their projects on time.

“Let this be a warning to our contractors that this administration of President Rodrigo Roa Duterte is serious in its anti-corruption campaign and will not tolerate those who pocketed a large number of civil works contracts but deliberately violated the law for personal benefit,” said Villar .

It is by far the largest group of contractors blacklisted in the past two decades.

Records show that in the six years of Aquino’s third administration only five contractors were suspended, and eight during the Arroyo administration from 2005 to 2010.

Duterte had criticized corruption at DPWH and blamed contractors directly for spreading it.

Once blacklisted, a contractor cannot join tenders for government projects for one year.

“This is a testimony that collusion between contractors and DPWH officials is not tolerated. If any of our executing offices is tolerating contractors who make a mistake by allowing them to continue with their projects without sanctioning them, the department will not hesitate to impose disciplinary action on them, ”said Villar.

Last January, Villar suspended St. Gerrard Construction General Contractor & Development Corp., which has P8,861 million in contracts for various projects, for delaying the implementation of a construction project in Indang, Cavite.

Also on the blacklist on September 6, 2018 was Syndite Construction Corp., which has accumulated contracts for P5,588 million, due to a negative slippage of more than 15 percent in the construction of a flood control system in Cagayan .

With the same sanction were Leodegaria Guerra, AD Taccad Surveying Services, RC Tagala Construction, Syndtite Construction Corp., Tribu Design & Construction, Enrique Flores Jr., MR Vargas Construction, Roma Construction & Development Corp., R. Semilla Construction and Marketing, Tektwin Marketing Corp., AA Mason Construction, JTA Builders, Edison Development, Y Pantalan Builders, On Time Builders, GR Fevidal Construction Developers Corp., Ubas Construction, RS Sepia Construction and Trucking, and LM Canlas Construction.

Villar pioneered a DPWH monitoring system using drones and satellite photography or geotagging to verify the progress of projects.

A technology-based initiative called the DPWH Infratrack app also uses virtual monitoring of civil works projects for more accurate measurement of a contractor’s accomplishments.
