MANILA, Philippines – The police officer involved in an altercation with Grab’s driver Florence Norial will face summary hearings for criminal cases, the head of the Internal Affairs Service (IAS) of the Philippine National Police (PNP) revealed Tuesday. .
In a text message to journalists, the IAS chief prosecutor, Alfegar Triambulo, revealed that Norial, accompanied by her sister Aubrey Norial and her boyfriend Mirza Miguel Shahzad, was willing to present evidence against Police Captain Ronald Saquilayan in an interrogation clarification for the incident.
“He will submit [Norial] Bukas ng statements in evidence such as CCTV footage and witness affidavit. Within this week, the case of Captain Saquilayan and others is under a summary dismissal process, “said Triambulo.

Triambulo noted that cases of “gross misconduct and gross irregularities and conduct inappropriate for a police officer” could be brought against Saquilayan, the chief investigator of the Pateros police.

Shahzad revealed that after seven days in detention, Norial is “recovering” and is willing to submit complaints.

Norial was arrested after a heated confrontation with Saquilayan, who filed complaints against her for alleged assault during their discussion on October 7.
When asked about filing cases against Saquilayan, Shahzad said they were still awaiting the advice of their attorney.
He also confirmed that he accompanied Norial to Camp Crame for the clarifying questioning of the investigator prior to the IAS charge.
What was before
On October 7, Norial picked up her passenger from a cafeteria in Barangay Ususan, Taguig when she was being blocked by Saquilayan’s car, who was parking her car while waiting for her daughter to buy food at the establishment.
Norial needed to leave the driveway to go to his next destination, so he approached Saquilayan to ask him to leave the driveway, but to no avail.
At one point, Norial said the police officer hit her with his car door. Saquilayan, for his part, said that it was Norial who attacked him. Saquilayan arrested Norial at the scene and asked other police officers to take Grab’s driver to a nearby police station.
Saquilayan presented alarm and scandal, direct aggression and disobedience of a person in the authority case against Norial.
After almost a week, Norial was released for posting bail of P3,000 after the Taguig Prosecutor’s Office decided to accuse Norial of unjust vexation.
The prosecutor said he found no probable cause to accuse Norial of alarm and scandal, direct assault and disobedience to a person in authority. [ac]
