MANILA, Philippines – Will the camp of Marinduque Representative Lord Allan Velasco pull the trigger and declare the seat of Speaker of the House of Representatives, Cayetano, vacant on Monday, October 12?
This plan can be made “if the majority agrees,” AAMBIS-OWA party representative Sharon Garin said as Velasco supporters gathered at the Celebrity Sports Complex in Quezon City after a manifesto calling the House to meet, declare Cayetano’s position vacant, and elect the Legislator of Marinduque to head the chamber.
“That will depend on the body. That is an idea or wish that has not been ruled out. There are options as long as we don’t disrupt the budget. We can do it if the majority agrees among those present or via Zoom today, ”Garin, a Velasco supporter, told CNN Philippines when asked if his camp plans to declare the Spokesperson position vacant during the meeting.

Garin said there are “no plans yet” about what will happen during the meeting, adding that the meeting is not a “surprise session or an ambush.”
He added that the legislators present wanted to talk about the national budget as well as the leadership of the House, an issue that has been haunting the lower house.
“So far there is no plan. We just wanted to meet and talk. Right now we are having breakfast. We’re really only talking because we haven’t seen each other in a long time. It just shows a large number of people or congressmen who are joining the same cause. Garin said.
“We will talk in a bit to determine what to do because we have seen that we have more than the majority of the members of the House. So we will decide how we decide in time, “he added.
Garin said that a “substantial number” of congressmen are present at the meeting.
“Right now, as in the last two weeks, Speaker has been questioning, should Velasco take over? Do you have the ability to do that? Do you have the numbers? So today we decided to meet prior to budget deliberations as directed by the executive order, ”Garin said.
“But before we start, we just wanted to see the conviction of the members. Kasi kinu-asks how many people there are for Velasco and Cayetano. Then we wanted to have a meeting and show people where the sentence is, ”he added.
The meeting takes place one day before the extraordinary session for the deliberations of the 2021 budget project from October 13 to 16 after the call of President Rodrigo Duterte.
Garin said that despite the meeting between legislators, the priority remains the approval of the national budget.
“Our first priority is not to delay the budget, that’s for sure. But if you install Velasco today or after budget, it doesn’t make much difference. Enough yung 13 to 16, budget matapos namin yung, ”said Garin.
“That is why we are meeting today, not tomorrow, so that the budget is not interrupted and not delayed. So all you have to do is finish the budget on the 16th, that is the main objective, “he added.
