MANILA, Philippines – Approval of the proposed national budget for 2021 after the House of Representatives resumes session on Nov. 16 is just a “guess” that there will be no “politicking” that day, Cabinet Secretary Karlo said Friday. Nograles.
Nograles said this when questioning the delays in passing the proposed 2021 budget when the House could have done so as prescribed by the legislative calendar.
“I think that is the message of the president. That (suspension of the session) should not have happened. Because they should have, they should have stuck to the schedule, “Nograles said in an interview with CNN Philippines.
President Rodrigo Duterte on Thursday threatened to intervene to save the proposed 2021 national budget from delay due to a clash of speakers between President Alan Peter Cayetano and Marinduque representative Lord Allan Velasco.
The House has suspended the session after passing the proposed national budget for 2021 at second reading and is expected to vote on the final approval of the budget when it resumes session on November 16.
“Even if you say that you will approve the budget in the third session of reading and resuming of the page, it is an assumption that na walang policy will come up on that date, November 16,” Nograles said.
“You can not brag so much e. What if something else happens? You can never really predict what will happen in November, ”he continued.
With the House suspending its session until November 16, the budget measure will not reach the Senate before its recess on October 17.
Senators said the budget is “practically rebuilt” after the House took a premature break.
“I mean, ideally, you can pass it at third reading, but why take the risk when you can already pass the budget now as prescribed by your budget and legislative schedule?” Nograles said.
