The head of the Philippine National Police (PNP), Camilo Cascolan, denied on Wednesday, September 16, 2020, having targeted the allies of the former PNP chiefs in the massive renewal.
“I actually had a lot of people under Generals (Oscar) Albayalde and (Archie) Gamboa and I will tell you that they are in the right position at the moment. I even promoted them to chief of staff. Ask the people around you. I think it would be fair for me that everyone looks for who I placed, “he said in a television interview.
Cascolan admitted that some policemen became demoralized after his transfer.
He stressed that there was nothing personal about the reorganization.
“I think there is only one person who was demoralized because he could not understand the reorganization of the PNP. You know when you were assigned to a certain position, you just have to accept it and (not) ask why. It’s not even a demotion or what, it’s even a two-star rating for them and it would be a three-star rating for them. That is the DIPO because we need people who are agile, good and with moral descent and reputation for service to lead the DIPO, ”he said.
Around 12 police officers were included in the reorganization.
Cascolan said Brigadier General Albert Ferro asked to be retained as director of the Visayas Central Police Regional Office.
Ferro’s reassignment as Acting Director of Integrated Police Operations (DIPO) for southern Luzon was canceled on the day it was supposed to take effect.
On Monday, Cascolan explained the reason for canceling some reassignments.
“Well, in regards to that, sometimes they have tasks that they need to finish at their stations. We have known it and we also have to respect it, especially if it is very important. Those jobs that they have to do in the field, they can’t just quit and that’s something we’ve considered, ”he said.
Meanwhile, the PNP chief revealed that some of the reassignments were “midnight appointments” from his predecessor, retired General Archie Gamboa.
He was referring to the director of the PNP Health Service, Herminio Tadeo Jr., who supposedly would be transferred to the Finance Service, but instead Cascolan assigned him as deputy of the PNP’s Information Technology and Communications Management Directorate .
Cascolan said they were also evaluating the performance of the director of the National Capital Region Police Office (NCRPO), Debold Sinas, who said he deserves a promotion.
“Well, so far there is no replacement. We have to evaluate it properly. The boy also deserves an evaluation and of course a promotion as well. He’s done good things and that’s all I can really say, “he said.
“I think he has to be at the level of the management staff or in a position that is more suitable for him,” he added.
He said he was considering Calabarzon Police Director Vicente Danao as Sinas’ successor.
Cascolan said he also plans to recommend to the Secretary of the Interior and Local Government, Eduardo Año, the promotion of at least five senior police officers to the rank of three-star generals.
He did not name them.
Cascolan will retire on November 10, 2020, around two months after he was appointed head of the PNP after Gamboa’s retirement. (SunStar Philippines)
