MANILA, Philippines – A 51-year-old man admitted abandoning his elderly aunt under the MacArthur Bridge on September 2.
Euphraim Tan Yap, 51, told authorities on Friday that she assumed responsibility for caring for her aunt Fulgencia Tan, who is also a person with a disability, following the death of her husband.
Yap and two other accomplices, Emerita Decilio, 60, and the tricycle driver Rogelio Espino, 53, were arrested for abandoning the old woman.
According to Yap, he sought the help of Decilio, his acquaintance, to transfer his aunt to a religious center, Missionary of Charity, where he believes that his aunt could be well cared for.
Yap said she even gave Decilio P1,500 to help her with her needs for the planned move.
Decilio said he has already obtained a barangay certificate for Tan so that the Missionary of Charity would accept the old woman. But, according to Decilio, no institution agreed to host Tan.
Thus, without options, Decilio decided to abandon the old woman.
“Nobody accepted us, so I was desperate. I admit that I left, ”said Decilio.
(Nobody took us, so I despaired. I admit I left her there).
Decilio said he commissioned Espino and his tricycle to transport Tan to the MacArthur Bridge in Sta. Cruz, Manila, where they left the old woman.
This did not sit well with the mayor of Manila, Francisco “Isko Moreno” Domagoso.
When he introduced the suspects to the public on Friday, he questioned them about their negligence with Tan. “You are negligent. Morally Morally, the mother, the father does not jump into the road when it is useless. Where is your heart? “

Tan was finally rescued by the Manila city government on Wednesday after a netizen posted a photo of her lying on a piece of cardboard under the MacArthur Bridge.
He has already undergone a medical examination and is now under the care of the Manila Department of Social Welfare.

The Manila Public Information Office revealed in a Facebook post that the Manila Police District Special Mayor Reaction Team (SMaRT) arrested Yap on Friday.

It also revealed that SMaRT arrested Espino and Decilio on Thursday.
Authorities said they were able to start the operation to arrest Espino and Decilio after they were able to trace the markings of the green tricycle used to transport Tan according to CCTV footage.
The head of SMaRT, Major Rosalino Ibay Jr., said the suspects are being held in his detention center and would face charges of violation of article 275 of the Revised Penal Code or Abandonment of Persons in Danger and Abandonment of the Victim.
