Gapay, a member of the 1986 class of the Philippine Military Academy (PMA), assured members of the bicameral panel that AFP has no intention of regulating social media and restricting its use.
He said that AFP supports the independent foreign policy of the Duterte administration or is “everyone’s friend, nobody’s enemy.”
“Now, the AFP is strengthening its defense cooperation with other countries like Russia, which offers new technology and military doctrine,” he said.
Senator Panfilo Lacson, chairman of the CA National Defense Committee, said Gapay graduated at the top of his class and garnered the most awards during his graduation rites, “giving him notoriety as the most decorated cadet in history. of the PMA. . “

Lacson added that Gapay won the Meritorious Achievement Medal as Commander of the Joint Task Force (JTF) Haribon of the Eastern Mindanao Command, which aims to expand security measures in Davao city.
