LIST: Companies are allowed to resume operations in MECQ areas

MANILA, Philippines – Selected companies will be allowed to resume operations in areas under modified community enhanced quarantine (MECQ) starting May 16, Malacañang announced Wednesday.

Presidential spokesman Harry Roque, however, noted that some companies can only employ half of their workforce on-site, while the other half must work from home.

Metro Manila, Laguna and Cebu City were the three areas provided to MECQ from May 16 to 31.

As presented by the Palace official, the following may reopen businesses in areas under MECQ as long as security protocols are observed:

Category 1:

  • Agriculture, forestry and fishing.
  • Manufacture of essential products (food and beverages), hygiene (soap, detergent, disinfectant), medicines and vitamins, medical products (masks), pet food, feed and fertilizers.
  • Hospitals and clinics
  • Essential retail (groceries, markets, pharmacies)
  • Laundry shops
  • Food preparation and water recharge (take away and delivery)
  • Logistics service providers (loading, warehousing, trucking, shipping line)
  • Delivery services
  • Utilities: energy, power, water, telecommunications, air conditioning, water collection / supply, waste management, sewage (except emptying of septic tanks but which includes pest control, garbage control, etc.)
  • Repair and installation of machinery and equipment.
  • Telecommunication companies
  • Energy companies
  • Gas stations
  • Construction workers accredited by DPWH to work in health and risk reduction facilities.
  • Manufacturing companies and suppliers of products necessary for construction.
  • Media establishments

Category 2:

  • Manufacturing (beverages, electrical machinery, wood, non-metallic products, textiles, tobacco products, paper products, rubber and plastic products, refined petroleum products, computers, electronics and optical products, electrical equipment, machinery, motor vehicles, trailers , semi-trailers, trailers, other transport equipment) – Partially allowed / 50% on site, 50% work from home
  • Cement and steel
  • Mines and quarries
  • Electronic commerce companies
  • Export-oriented companies.
  • Real Estate Activities: Partially Allowed / 50% On Site, 50% Work From Home
  • Essential public and private construction projects (sewerage, water service facilities, health facilities) and priority (food production, agriculture, energy, housing, communication, water services, manufacturing and BPO) – Partially allowed / 50% in the site, 50% of housework; banned small-scale projects
  • Computer repair and personal belongings
  • Housing services activities
  • Administrative and office support (photocopies, billing) – Partially allowed / 50% on site, 50% work from home
  • Special adaptation for health workers, OFW, workers in permitted sectors and non-OFW with mandatory quarantine
  • Guest Accommodation: Partially Allowed / 50% Onsite, 50% Work From Home; Only for long-term reservations existing from May 1 in Luzon
  • Funeral and embalming services = Partially allowed / 50% on-site, 50% work from home; excluding funeral parlors
  • Veterinary Clinics: Partially Allowed / 50% On-Site, 50% Work From Home
  • Safety and Investigation Activities: Partially Allowed / 50% On-Site, 50% Work From Home
  • Banks, money transfers, services, microfinance institutions, pawn shops, and credit unions.
  • Capital markets
  • Currency exchange, insurance, reinsurance and non-mandatory pension fund – Partially allowed / 50% on-site, 50% work from home
  • Legal and accounting – Partially allowed / 50% on-site, 50% work from home
  • Management consulting activities: partially allowed / 50% on-site, 50% work from home
  • Architectural and Engineering Activities: Partially Permitted / 50% Onsite, 50% Work from Home
  • Scientific research and development: partially allowed / 50% on-site, 50% work from home

Category 3:

  • Advertising and market research: partially allowed / 50% on site, 50% work from home
  • Computer programming: partially allowed / 50% on site, 50% work from home
  • Publishing and printing activities: partially allowed / 50% on site, 50% work from home
  • Film, music and television production: partially allowed / 50% on site, 50% work from home
  • Rent, non-real estate lease (vehicles, equipment for permitted sectors)
  • Employment activities (recruitment)
  • Photography, fashion, industrial, graphic and interior design: partially allowed / 50% on-site, 50% work from home
  • Wholesale and retail trade of motor vehicles, motorcycles, bicycles, including parts – Partially allowed / 50% on site, 50% work from home
  • Motor Vehicle Repair (Vulcanization, Battery, Auto Repair) – Partially Allowed / 50% On-Site, 50% Work From Home
  • Shopping centers and malls (non-leisure): partially allowed / 50% on site, 50% work from home
  • Restaurants: Partially Allowed / 50% Onsite, 50% Work From Home, Delivery and Take Out
  • Hardware Stores: Partially Allowed / 50% On-Site, 50% Work From Home
  • Clothing and Accessories: Partially Allowed / 50% Onsite, 50% Work from Home
  • Frontline shopping center-based government services: partially allowed / 50% on-site, 50% work from home
  • Office and school supply bookstores and stores – Partially allowed / 50% on-site, 50% work from home
  • Baby Care Supply Store – Partially Allowed / 50% Onsite, 50% Work From Home
  • Pet Food and Grooming Supplies: Partially Allowed / 50% Onsite, 50% Work from Home
  • Computer, communications and electronic equipment: partially allowed / 50% on-site, 50% work from home
  • Flower, jewelry, novelty, antique, perfume shops – Partially allowed / 50% on site, 50% work from home
  • Toy shops (playgroups, closed entertainment areas): partially allowed / 50% on-site, 50% work from home

Meanwhile, the following activities will continue to be prohibited even in areas under MECQ:

  • Hairdressers and salons
  • Gyms / fitness studios and sports facilities.
  • Entertainment industries (cinema, theaters, karaoke bars)
  • Children’s entertainment industries (game rooms, attractions)
  • Libraries, archives, museums and cultural centers.
  • Tourist destinations (water parks, beaches, resorts)
  • Travel agencies, tour operators, reservation services and related services.
  • Personal care services (massage rooms, sauna, facial care, waxing, etc.)
