Before the Palace announcement, Garcia had already said that he was in favor of switching to GCQ since the province, which has a population of more than three million, has kept its COVID-19 cases “to a minimum.”
As of May 12, the province of Cebu has a total of 55 cases, 37 of which are internal to the Cebu Provincial Detention and Rehabilitation Center located in Barangay Kalunasan, Cebu City.
