CEBU CITY, Philippines – With the Enhanced Community Quarantine (ECQ) in place, swimming and other leisure activities on beaches and other bodies of water in Cebu Province are prohibited.
The Governor of Cebu, Gwendolyn García, issued on Saturday, April 11, 2020, Executive Order (EO) No. 5-L, which effectively prohibits the entry of visitors to public and private beaches, waterfalls, rivers and other bodies of water.
“It is imperative that people are prohibited from swimming on beaches and other bodies of water, including people who gather on them; it is implemented to further prevent the spread of COVID-19 (coronavirus disease 2019), ”said García in his recent request.
The Governor’s EO arrived on the eve of Easter Sunday, when most Filipinos are expected to have fun on the beach to celebrate.
In Roman Catholicism, Easter Sunday also marks the resurrection of Jesus Christ and the end of the Lenten season.
The new measure also instructs law enforcement officers of the Philippine National Police (PNP) and the Philippine Armed Forces (AFP) to help enforce the order.
“All police chiefs have instructions to implement the entry ban …” said Garcia.
At a press conference, Garcia warned that those who violate the new order may face penalties of P5,000 or one year in prison or both.
He said that going to the beach and other ecotourism spots in Cebu constitutes a nonessential trip and a violation of the mandatory household quarantine imposed on everyone.
