8 PhilHealth Executives Suspended for 6 Months Over Rebate Fund Issues

MANILA – The Office of the Ombudsman on Wednesday issued a 6-month preventive suspension order against 8 officials from the Philippine Health Insurance Corporation (PhilHealth) for their involvement in the alleged anomalous implementation of the Interim Reimbursement Mechanism (IRM) .

In a resolution signed by the Ombudsman, Samuel Martires, he ordered the suspension of the following executives without pay:

  • Director of Operations Arnel De Jesus
  • Executive Vice President Renato Limsiaco
  • Senior Vice President Dr. Israel Pargas
  • Area Vice President Gregorio Rulloda
  • Section Chief of Benefits Administration Dra. Imelda Trinidad De Vera-Pe
  • Manager Lolita Tuliao
  • Tax examiner Gemma Sibucao
  • Tax Controller Lailani Padua

“The suspension order is related to the investigation that the Ombudsman’s Office is conducting on administrative cases of serious misconduct, serious misconduct and conduct that is harmful to the best interests of the service.” the resolution said.

The IRM is a system for the advance disbursement of funds to hospitals in case of unforeseen events. Recent investigations by lawmakers found alleged irregularities in the release of MRI funds earlier this year, as dialysis centers, maternity facilities, and infirmaries that did not care for COVID-19 patients were among the recipients. .

Based on the records of the Ombudsman after the presentation of complaints by the National Investigations Bureau, the officials granted private entities unjustified benefits by not verifying the applicants’ record in terms of providing health services.

“Respondents facilitated these anomalies by placing their signatures on official documents, prompting the release of questioned IRM funds,” said the Ombudsman.

The Ombudsman directed PhilHealth President and CEO Dante Gierran to implement the order, which is “immediately enforceable.”
