Viggo Kristiansen describes himself as obedient and responsible in his work as a gardener, and has had a positive development in prison in recent years, according to the Prison and Probation Service. They still want to be detained for at least another four years.

Published:

Given that the 41-year-old has spent more than half his life behind the walls, they believe that there is still a danger that he will commit serious crimes and that he needs a gradual transition to outdoor life.

“The danger of recidivism is considered real and nuanced,” so an extension of the detention is “necessary to protect society,” says the seven-page report for February, to which VG has had access.

Background: Therefore, the case was resumed

The report has recently been sent to the Agder Prosecutor’s Office, which must decide whether to take into account the recommendation of the Prison and Probation Service.

Viggo Kristiansen was sentenced in 2002 to 21 years in prison in the Baneheia case, and this sentence was formally served on 12 September. The report is about the detention sentence, and not about his request for release after the criminal case was reopened last week.

30 comments in 20 years

According to the report, 30 incident reports have been written about Viggo Kristiansen in the almost 20 years he has been in Ila. Most are prior to 2012 and apply primarily to rude, aggressive or other unacceptable behavior.

One of the incidents resulted in a conviction in the Asker and Bærum District Court in 2009, after he threatened the life of a prison official in 2008.

Although no incident reports have been written about him since 2016, there are still “significant challenges associated with cooperation and collaboration,” writes the Prison and Probation Service.

However, they describe a positive evolution in the 41-year-old in recent years: he has “shown that he works well within the strict and controlled framework that imprisonment provides at a high level of security.”

– Its changes have so far been tested to a very limited degree, making it difficult to assess future risks, the report further emphasizes.

Gardener, welder and carpenter

In a positive development, it is noted that Viggo Kristiansen has been actively working to gain education and work experience in the prison, working full days and never having an invalid absence.

He has become a carpenter, welder and landscaper, and over the years he has worked in various places in the prison. According to the Prison and Probation Service, “he has always received good shots for his work and effort.”

Since 2014, he has had a so-called “green card”, which means that he can move around the prison area without a companion. For the past five years he has worked at the Ila kindergarten, where he is described as “responsible, independent, and conscientious.”

The report also notes that he has been on leave with the family on several occasions, and that these visits have been made without comment.

But the report emphasizes that the 41-year-old has a small network outside the walls and that he also does not have a home or a job.

– Difficult to assess risk

The report from the Prison and Probation Service is based, among other things, on the murder conviction, expert assessment by a specialist psychologist, a statement from Ila, risk assessments, and statements from the probation office.

Watch the interview with Viggo Kristiansen’s brother:

Viggo Kristiansen did not want to speak to those behind it, which has made the assessment difficult, the report says.

The expert psychologist who has evaluated the 41-year-old man believes that his limited life experience in society over the past 20 years is a key factor in assessing future risk of violence.

The report refers to the fact that “it has had few opportunities to gain experience and key competence in standardized situations, and that it will be a key factor in assessing future risk.”

The Readmission Commission: This suggests that the Viggo Kristiansen judgment is correct

The psychologist believes that a new possible risk of violence can only be assessed or predicted in a more concrete way after having “been put to the test in more demanding and, in that sense, higher risk situations.”

That Kristiansen did not want to contribute to this assessment, his defender Arvid Sjødin believes he has a simple answer.

– He experienced it in such a way that the Prison and Probation Service wanted him to admit his guilt and then be prepared to get out of jail. For Viggo, it was an order to confess something he hadn’t done, and then he broke contact. You can’t build on future reoccurrence danger when they base the report on an incorrect verdict, he tells VG.

You will be transferred to a new prison

In 2016, Kristiansen was denied two requests to be transferred to a prison with a lower security level. The Ila Prison and Detention Center also recommended that applications be rejected at that time.

At the end of 2020, Kristiansen again requested his transfer to a prison with a lower security level, Søndre Vestfold Prison, Berg department. The request was rejected by the prison on January 28 of this year.

The Prison and Probation Service believes that in “a short time” he should be transferred to a prison with a lower level of security, where he will have greater freedom.

Jan Helge Andersen surprised: Supports the “main” explanation

Psychologist Atle Austad, who has had regular contact with the 41-year-old since 2004, believes he will do very well outside of prison.

Viggo was very angry and looking for conflict the first two, three years in Ila, but gradually less and less. For the past 10 years, it hasn’t been like that at all, he tells VG.

He believes that Kristiansen has relatives and good helpers who will take care of him in an outdoor life.

– That Viggo, with his really good emotional and relational regulation ability eventually, will manage outside the walls, with the follow-up of the family and now many good helpers, including myself who reconnected with him after the release, it’s a good starting point for him. run absolutely excellent.
