Elementary and middle schools are still at the yellow level, but high schools must also prepare for the red level.
– Upper secondary schools must go through the plans they have to introduce a red level in 14 days, says Education Minister Guri Melby (V).
Secondary schools in highly infected municipalities must go to the red level immediately.

Red level
The Norwegian Institute of Public Health has created a traffic light model with green, yellow and red levels that shows what infection control measures kindergartens and schools should follow.
The green level mainly means a normal school day, but with various hygiene measures. The yellow level means that students can attend their regular classes, but must stick to their group. This means that all classes and departments of the school can meet.
The red level means that students are divided into smaller groups and there may be different attendance times. The goal is to reduce the number of students gathered.
The Minister of Education and Research recommends a combination of digital teaching and physical attendance at school.
– One of the reasons we recommend the red tier for upper secondary schools is that students here often have different subjects with different students. For example, they have science with a group of students and math with other students. So it becomes difficult to stick to one cohort.

– Expect schools to be prepared
All infection control guidelines for schools are recommendations.
– We experience that most people are good at following measurements. We know that there are big differences across the country and therefore there must be opportunities to adapt them locally.
The Education and Research minister notes that the schools were operating at a red level when they opened after closing this spring.
– We have tried this before, and most people know what to do, but we hope they are a little better prepared now and manage to ensure that there will be some physical assistance. It is especially important for students of professional subjects. Young people are in a vulnerable phase, and if they do not receive a physical offer, we run the risk of losing them.
The Education and Research Minister says they are concerned that children and young people are protected from the strictest measures.
– The most important thing we do for vulnerable children is to keep schools and kindergartens open. This is one of the reasons we do not recommend the red level for elementary schools. Although for some students it will now be a reduced offer, it will still be an offer.
More digital in higher education
All universities, colleges and vocational schools must assess whether in the coming period they can reduce teaching and other activities that contribute to greater mobility, including pressure on public transport.
Regarding public transport, the Norwegian Health Authority should review the guide on infection control in public transport. This can have consequences for school transportation.
