In Nukuhou, southeast of Whakatāne, a video posted to 1 NEWS by Kevin Boynton of the Waimana Rural Fire Brigade showed that the rain had submerged the roads.
He said the brigade was called in to help a person trapped in a vehicle on a secondary road with rising waters.
Meanwhile, both directions of State Highway 2 in the Waimana Gorge remain closed after a flood and a slip caused a tree to fall and blocked the road.
NZTA said the Taneatua to Waimana highway is expected to remain closed for several hours.
MetService said some places in the region can expect 80-120mm of rain this afternoon.
It has issued a heavy rain warning for the eastern Bay of Plenty between Kaerau and Te Kaha until 2pm today.
“Heavy rains can cause streams and rivers to grow rapidly. Surface flooding and slipping are also possible and driving conditions can be dangerous.”
