More than 20,000 people came to New Zealand between July and October for visits of less than 12 months.
Figures from New Zealand Statistics show that about a third of the group were not New Zealand residents or citizens.
Foreign visitors do not include foreign tourists, as tourists cannot enter the country due to closed border restrictions. Every passenger coming to New Zealand must have a voucher for a quarantine facility and complete a two-week isolation period.
Between the weeks ending July 12 and October 18, 22,550 foreign visitors arrived in the country, 855,000 fewer than in the same period last year.

In the same period, 9,500 New Zealand residents arrived, 997,220 fewer than in the same period last year.
Figures show that 8,770 foreign visitors came from Australia, 940 from China, 3,250 from the UK, 2,550 from the United States, 520 from India and 5,300 from Europe.
From April 2020 to August 2020, 67% of arrivals were New Zealand citizens. Of these, 900 came from the United States, 100 from Fiji, 930 from the United Kingdom, 460 from India and 910 from China.
Arrivals in New Zealand are recorded as either foreign visitor arrivals or New Zealand resident arrivals.
Foreign visitors do not include New Zealand residents, but passenger types may include New Zealand citizens.
Foreign visitors are people who live abroad and visit New Zealand for less than 12 months. Some will be flight or boat crews, but many will work in New Zealand on short-term contracts, such as Russian seafarers hired to man fishing trawlers or movie stars.
New Zealand resident arrivals are people who live in New Zealand and return from a trip abroad after an absence of less than 12 months.
Since March 26, some 74,000 people have undergone mandatory isolation and quarantine.
The Head of Managed Isolation and Quarantine, Air Commodore Darryn Webb, said he was unable to provide details on how many foreign visitors had used the quarantine facilities because those details were not collected.
People can come to New Zealand without first applying to travel if they are New Zealand citizens, permanent residents, or residents with valid travel conditions.
The partner or dependent child of a New Zealand citizen or resident can also travel to New Zealand by right. Australian citizens or permanent residents who habitually reside in New Zealand are also eligible.
Anyone else coming to New Zealand must come with a critical purpose and must first apply for Immigration NZ approval.
