The day before the shutdown, authorities informed the Cabinet that even New Zealanders should not be allowed to return home.
Only two new cases of Covid-19 were announced today, one confirmed and the other probable.
The confirmed case was a kiwi returning home from abroad, currently quarantined from abroad, someone who not long ago, the Ministry of Health wanted to block at the border.
However, Prime Minister Jacinda Ardern says leaving Kiwis stranded abroad was never an option.
“We do not believe that it would ever be okay to prevent New Zealanders from returning home, it will be difficult for them to find countries in the world that make a move like that,” he told the media today.
Expert professor Des Gorman says that by not closing the borders, New Zealand “wasted our greatest advantage”: the country’s isolated geography.
“If the pandemic response strategy was and is to keep it out and eradicate it, then the hard work we’ve had to do to materially eradicate it shows that we couldn’t avoid it,” he says.
The possible movement also raised legal issues, under the Human Rights Law.
Despite that, the Ministry pushed hard.

Foreign Minister Winston Peters said the Ministry of Health had advised it.

“Most of our new cases were still coming across the border, so we wanted the Cabinet to understand from a public health perspective that if we mitigated the risk of cases entering through the border, we would ideally close the border by period, “says Director General of Health, Dr. Ashley Bloomfield.
“The proof is in the pudding. For a poorly prepared country we have done remarkably well, and I don’t think we were poorly prepared.”
At the time, most New Zealand cases were linked to international travel.
While some were quarantined, many went home to isolate themselves.
