The person is currently stable and police are investigating the circumstances of the shooting.

The shooting took place near Cadness St and armed police have established a cordon around Cadness Reserve, a park behind the Northcote library.

A resident of nearby Cadness St told a photographer at the scene that he was in his apartment when he heard a loud bang.

Then he went out on the trail to take a look and saw a lot of people still gathered in the park.

Police arrived shortly after and began questioning witnesses, he said.

Armed police continued to stand guard in neighboring streets, while the police Eagle helicopter circled overhead.

The woman said police had told her they would remain at the scene for at least another day.
