He was noticed missing from his room around 11 pm and was found by defense force personnel at 11:30 pm.

In a statement released today, Air Commodore Darryn Webb, chief of managed isolation and quarantine, said police investigations are ongoing, including a CCTV review to establish the man’s movements in the time he was off the premises. However, there are indications that it did not move beyond the immediate area.

Initial information is that the man exited through a fenced-in area, but there is no information at this time to suggest that he had contact with anyone while outside the facility, authorities said.

Due to concerns for his well-being, he was taken to the hospital for support and evaluation.

Webb said he had been informed that the fugitive’s Covid-19 health risk had been assessed as low.

The man is on the ninth day of his stay in isolation and must undergo a test on the 12th. He also has no symptoms, as he passed the test on the third day.

“Events of this nature are extremely rare, with eight incidents involving 12 people escaping from managed isolation,” Webb said. “Around 50,000 people have gone through controlled isolation and returned safely to their families and communities without incident.

“I would like to reassure people, especially those in Rotorua who have concerns, that the health risk as a result of this incident has been assessed as low.

“Investigations at this time indicate that there were no close contacts outside of the facility.

“Security has been strengthened at this facility following this incident, and we will review if additional measures are required.”
