Written Complaint Filed Against Rosmah in November 2018 to Start Investigation, MACC Official Tells Court

KUALA LUMPUR (Bernama): An investigating officer with the Malaysian Anti-Corruption Commission (MACC) told the High Court here that he had filed a written complaint against Datin Seri Rosmah Mansor on November 9, 2018 to initiate investigations into the wife of the former prime minister under Section 16 (a) (A) of the MACC Act of 2009.

Noornabilah Mohd Aziman, 30, said the written complaint was prepared on the instructions of her superior based on a report that had been investigated by MACC.

Witness 23, who is also the last prosecution witness, said from the earlier investigation that Rosmah was suspected of soliciting and accepting bribes from Jepak Holdings Sdn Bhd, where Saidi Abang Samsudin was the managing director of the company.

Reading his witness statement, he said that the bribes were allegedly a reward for helping the company secure the Integrated Photovoltaic Solar System Project and the maintenance and operation of diesel generator sets for 369 rural schools in Sarawak worth RM1. 25 billion through direct negotiations from the Ministry of Education (MOE).

“I started the investigation by obtaining documents from MOE, Ministry of Finance, Maybank Jalan Tuanku branch and CIMB Bintulu branch. During the investigation, I also received various other documents such as photographs and sketches of the scene, forensic reports along with CD (compact discs) and two volumes of hybrid solar project contract documents.

“I also obtained recordings of the (alleged) conversation between Datin Seri Rosmah and (her husband) Datuk Seri Najib Razak, the appointment letter of Datuk Rizal Mansor (former special officer of Rosmah), documents on company information issued by the Commission of Malaysia Companies and other related documents.

“As an investigating officer, I had also received several other documents from MACC officers who had assisted in the investigation,” he said during the chief questioning of Deputy Prosecutor Idham Abd Ghani on Monday (October 5).

Also present to testify today was Nuryusran Sairan, 46-year-old Senior Deputy Secretary of the Human Resources Division of the Prime Minister’s Department (JPM), who confirmed Rizal’s position while employed at JPM.

Meanwhile, the fifth prosecution witness, former Minister of Education Datuk Seri Mahdzir Khalid, who was called by the defense for cross-examination, was unable to appear in court as he was in home quarantine after returning from Sabah.

Deputy Attorney General Datuk Seri Gopal Ram, who confirmed the matter, also submitted a letter from the Ministry of Health stating that Mahdzir was identified as a close contact with a person who had been confirmed positive for Covid-19 and that He was to be quarantined at his residence according to a surveillance and observation order.

“He (Mahdzir) has been notified that he should not leave his residence. We have been told that his third Covid-19 test will be performed this Wednesday and that we will only know the results on Thursday. He is in quarantine until October 12 °”.

“As such, we seek the leniency of the court to take up this case next week, October 13 at 2 pm, for Mahdzir to complete the cross-examination and close our case,” Sri Ram said.

Lead attorney Datuk Jagjit Singh told the court that the defense would confirm tomorrow whether they are available on October 13, to which Judge Mohamed Zaini Mazlan agreed.

Rosmah, 69, faces one count of requesting RM187.5 thousand and two counts of receiving a total bribe of RM6.5 thousand from Saidi, through his former assistant Datuk Rizal Mansor, in exchange for helping Jepak Holdings obtain a project. from RM1.25bil to provide solar energy. power to 369 rural schools in Sarawak.

The acts were allegedly committed at Lygon Café, Sunway Putra Mall, Jalan Putra here; Rosmah’s residence in Jalan Langgak Duta, Taman Duta, and in Seri Perdana, Precinct 10, Putrajaya between January 2016 and September 2017.
