Unemployed man pleads guilty to abusing dog, gets 12 months’ jail

SEPANG: An unemployed man pleaded guilty at the Sessions Court here Wednesday (May 13) to abusing a dog by hanging it from a tree.

Muhammad Yoges Balaraman was slapped with a RM40,000 fine in lieu of 12 months’ jail by judge Noor Hisham Mohd Jaafar.

He was charged under Section 29 (1) (e) of the Animal Welfare Act 2015, punishable under Section 29 (1) of the same Act, with a fine not less that RM20,000 and not more than RM100,000 or a jail term of not more than three years, or both.

The accused, who failed to pay the fine, was taken away to serve his 12-month jail sentence at the Kajang Prison beginning Wednesday.

According to the facts of the case, Muhammad Yoges was caught red-handed by three Selangor Veterinary Services Department (DVS) officers when using a rope to hang the dog by its neck from a tree branch at 9.45am on May 6 by the roadside in Sungai Sedu, Kuala Langat.

Enforcement officers ordered Muhammad Yoges to free the dog and he took it into the compound of a nearby house.

Enforcement officers contacted the Kuala Langat district police for assistance for as Muhammad Yoges was showing aggressive behavior.

Muhammad Yoges was unrepresented whilst Selangor DVS enforcement department head Roslan Mohd Isa prosecuted.

When asked about the dog, which was under the custody of the Selangor DVS, Roslan said no decision had been made over its fate.

“In the event we decide to put the dog up for adoption, we will notify the public and animal welfare organizations,” said Roslan.

The Selangor DVS had previously allowed a dog to be adopted after investigations into claims of abuse by a Singaporean businessman were concluded.

In the case, which happened in 2018, the man, Yee Kok Chew, was fined RM8,000 in lieu of eight months ’jail by the Petaling Jaya Magistrate’s Court.
