PUTRAJAYA: The government will implement two plans that involve undocumented immigrants, including regulating their presence in the country by making sure they are legally employed, Interior Minister Datuk Seri Hamzah Zainudin announced.

The two recalibration plans for undocumented immigrants, which will also see them return to their country of origin voluntarily, will begin on November 16 through June 30, 2021.

Hamzah said that on October 21, the government had agreed to the proposed plans for the Repatriation Recalibration Plan and the Labor Recalibration Plan.

Under the repatriation plan, undocumented immigrants can volunteer to return to their homeland subject to certain conditions.

“The implementation of the plans does not imply additional operating costs for the government and is completely in charge of the government agencies.

“In fact, the government is expected to earn RM95,000 from the compounds and other payments that undocumented immigrants and employers will have to pay,” it announced on Thursday (Nov 12).

Migrants and employers who wish to participate in any of the programs should deal directly with the Department of Immigration and the Department of Labor of Peninsular Malaysia, added the minister.

Hamzah assured that the job offer for undocumented immigrants will not threaten job opportunities for locals.

“Employment opportunities for locals are guaranteed based on the policy of ratio between local workers and foreign employees currently in place. Locals are always prioritized to fill job vacancies in all economic sectors, ”he said.

For now, employers operating under the 3D categories (dangerous, difficult and dirty jobs) can employ undocumented immigrants under the recalibration plans.

The permitted sectors are construction, manufacturing, plantation and agriculture.

Hamzah said the Home and Human Resources ministries would collaborate with embassies and high commissions, as well as industry venues, to inform employers and undocumented immigrants about what the two plans entail.

“The freezing of new incorporation of foreign workers in all sectors will continue to support the government’s policy of prioritizing the local workforce,” he said.

The minister said that after the end of the two plans on June 30, 2121, the Immigration Department will launch its Comprehensive Enforcement Plan for Illegal Immigrants, which will see how mass enforcement activities will be carried out.
