The Prime Minister’s Office says having a code of duties will help improve the integrity of political secretaries.

KUALA LUMPUR: The Cabinet Special Committee on Anti-Corruption (JKKMAR) today agreed in principle to establish the Code of Duties and Functions of Political Secretaries (Polsecs) as recommended by the National Governance, Integrity and Anti-Corruption Center (GIACC).

The Prime Minister’s Office in a statement said that the measure to improve the integrity of political secretaries was one of the important things achieved at the meeting chaired by Prime Minister Muhyiddin Yassin via videoconference.

The statement said the duties and functions code was in line with the objectives of appointing political secretaries to help manage affairs related solely to political affairs.

“Therefore, to complete the integrity enhancement in the support process, the prime minister’s directive on the PolSecs Code of Duties and Functions may supplement previous directives issued specifically for government officials,” it reads.

A total of seven meeting documents were discussed at JKKMAR that focus on initiatives to improve governance and integrity in the fight against corruption, as outlined in the National Anti-Corruption Plan 2019-2023 (NACP).

The meeting also agreed in principle with the recommendation of the customs department to implement the Authorized Economic Operator (AEO) program at the national level that aims to increase compliance with industrial, security and commercial facilities at the border that involve import and export matters.

To improve the disciplinary process in the civil service, the meeting also agreed that discussions would be held between the Malaysian Anti-Corruption Commission (MACC), the Chief Secretary of Government and the Attorney General’s Office (AGC) to enable MACC reports and the Integrity Commission of the Enforcement Agency (EAIC) to be used as evidence in disciplinary proceedings.

“This aims to increase the effectiveness of disciplinary actions taken by departments,” according to the statement.

The meeting also agreed in principle that the GIACC, together with the senior ministers, the Chief Secretary of Government, the AGC and the MACC, refine the guidelines for the issuance of letters of support by members of the administration as a measure to strengthen integrity and governance. of members of the administration.

Two recommendations from the Department of Public Works (JKR) were also agreed to improve bid evaluation procedures and methods by improving the integrity of the information to ensure the effectiveness of the bid evaluation.

They were to establish cooperation between JKR and the Malaysian Enterprise Commission (SSM) to use the information available in the agency’s database for the purpose of evaluating bids and enforcing the conditions of bid bonds for certain government bids. .

The meeting also agreed in principle to conduct a comprehensive study on the establishment of new legislation on the Deferred Processing Agreement by the Attorney General and MACC in relation to the Corporate Responsibility provisions.

“This study aims to analyze the mechanisms and benchmarks of a business organization that has been charged under Section 17A (4) of the MACC Act,” according to the statement.
