GEORGE TOWN: Only those showing work passes or letters from employers will be allowed to exit or enter the Bayan Baru metropolitan area when the conditional movement control order (CMCO) is applied starting tomorrow for two weeks through November 19.

Chief Minister Chow Kon Yeow said the guidelines were formulated by the Penang National Security Council in consultation with the state government.

Chow said the CMCO would affect 150,000 people within an area of ​​26.7 square kilometers that will cover Bayan Baru, Queensbay, the Free Industrial Zone, Sungai Ara, Bayan Lepas and Batu Maung.

Regular and express buses, including taxis and electronic call vehicles, can operate within the area.

Other guidelines include: Only two people in a car can buy sundries, food, medicine, or other necessities; high-risk people, such as the elderly and children, are not encouraged to go out in public; sports and recreational activities limited to non-contact, with no more than 10 people in an open area; all schools will be closed, including vocational training institutes, kindergartens, tahfiz schools and kindergartens.

Chow said the federal government will provide more details soon.

In a previous press conference, the chairman of the state’s Local Planning, Housing, City and Country Committee, Jagdeep Singh Deo, said that at least 400,000 people would be affected by CMCO.

He said this could also include those who live outside the area but travel there for work.

Jagdeep said that to date, 11,135 people had been tested for Covid-19 in Penang. He said 5,000 city council officials on the island and the mainland are tasked with enforcing the law to catch those who disobey standard operating procedures.

The Bayan group, which originated in Mukim 12 (Greater Bayan Baru area), southwestern district, has registered 92 cases. As of November 2, there were 62 active cases in Bayan Lepas alone.

It was reported that 199 factory workers in the Bayan Lepas area were ordered to stay home.

Eighty-seven Nepalese men and 112 Indonesian women have been quarantined.

Most of the foreigners affected by Covid-19 come from towns near Jalan Kolam Ikan in Bayan Lepas.
