OLS 2.0: what you can and can’t do this time

KINIGUIDE | With the implementation of the renewed Covid-19 restrictions as of midnight tonight, several states and federal territories will return to the strict restrictions of a full-blown motion control order.

Meanwhile, other states will see changes to the conditional MCO and recovery MCO imposed on those states.

This installment of KiniGuide will provide a quick summary of the highlights of the new restrictions.

This article is based on comments from the Minister of Education, Mohd Radzi Md Jidin, the Minister of Industry and International Trade, Azmin Ali, and the Minister of Defense, Ismail Sabri Yaakob, on January 12, just hours before the restrictions come into force.

Who does it affect?

The states and federal territories under the MCO They are: Penang, Selangor, Malacca, Johor, Sabah, Kuala Lumpur, Putrajaya and Labuan.

MCO starts from midnight on January 13 to the end of January 26.

The states under Conditional OLS They are: Pahang, Perak, Negeri Sembilan, Kedah, Terengganu and Kelantan. Additionally, Kuching, Sibu, and Miri in Sarawak are also under the conditional MCO.

The states under OLS recovery They are: Perlis and Sarawak (except Kuching, Sibu and Miri).

What is different this time?

Interstate travel will be severely restricted across the country at the stroke of midnight tonight. For areas under the OLS recovery, this would be the only significant change to the SOPs.

For areas under the Conditional OLS, many social activities such as reunions, exhibitions, reunions and wedding ceremonies would be prohibited, while currently they are allowed at half the original capacity of the place.

Additional restrictions would also be imposed on sports and recreational activities.

Travel between districts will be restricted in areas under the MCO once it goes into effect at midnight.

However, more sectors of the economy will be allowed to operate compared to when it was first implemented on March 18, 2020.

Along with this, child care centers and private kindergartens will be able to remain open to serve working parents. Government-operated kindergartens will be closed.

However, that still leaves many activities and businesses closed compared to the conditional MCO that exists before the MCO goes into effect.

What will be prohibited by the MCO?

According to Ismail Sabri, the following activities are not allowed in places under MCO:

  • Night markets and night bazaars.
  • Clothing stores, self-service laundries, opticians, hairdressers and hairdressers, spas and reflexology centers.
  • Tuition classes, music classes, dance classes, art classes, review classes, language classes, etc.
  • Theme parks, indoor play areas, karaoke centers and cinemas.
  • Concerts and live events.
  • Seminars, workshops, courses, trainings, conferences, talks, exhibitions and other activities related to the meetings, incentives, conventions and exhibitions industry.
  • Social events such as festivals, weddings and engagement ceremonies, receptions, religious events, anniversaries, birthdays, reunions, retreats, etc.
  • Sports and recreational activities, except jogging (in groups of no more than two people and within the neighborhood) and cycling (alone, no more than 10km from the place of residence).
  • Sports competitions, championships and activities that involve large activities or foreign participants.
  • Any event that involves many people making it difficult to impose physical distancing.

I need to run an errand, but I’m under the supervision of the MCO. What do i need to know?

In general, you should stay home, but you can venture outside for specific purposes, such as buying food, medicine, dietary supplements, and basic necessities.

No more than two people per household can travel together to run those errands, and you cannot venture more than 10 km from where you live unless the basic needs you seek can only be found beyond that radius. In the latter case, you are only allowed to go to the closest location.

When sending a patient to a healthcare facility, up to three people can travel together, including the patient. The 10km limit still applies.

Most services will only be able to operate from 6 am to 8 pm. These are:

Restaurants, food trucks, food stands and other places to eat (take out, drive and home delivery only).

  • Various stores and convenience stores.
  • Veterinary clinics and pet food stores.
  • Laundries, except self-service laundries.

Allowable hours of operation vary for other amenities:

  • Hospitals, clinics and medical laboratories: 24 hours a day.
  • Service stations located along the highways – 24 hours.
  • Daily Markets and Farmers’ Markets: 7 a.m. to 2 p.m.
  • Wholesale markets: from 12 to. M. A 6 a. M. And from 11 a. M. At 4 p. M.

I live in an area under OLS. I can work?

Check if your industry is among those listed as an essential service by the Ministry of Industry and International Trade (Miti).

If so, then your business can continue its operations subject to certain SOPs set by the ministry.

Among others, only 30 percent of the administration staff may be physically present on the premises, while the rest may have to work from home.

The employer would also have to decide the total workforce present at the facility so that safe physical distancing can be maintained in the workplace.

I work in an essential service. How can I overcome all those obstacles to work?

Bring your work pass or a letter from your employer verifying that you are an employee with you.

You can also cross state or district lines for work purposes with your work pass or an approval letter from your employer.

I need to send my children to daycare / kindergarten before going to work. Am I still subject to the two person per vehicle rule?

No. When it comes to sending children from one place to another in nurseries or kindergartens, the rule does not apply.

In this case, the maximum number of people in the vehicle is limited only by the capacity of the vehicle.

I already bought tickets for interdistrict / interstate travel. What happens to him after midnight?

You can still travel with those tickets, although the MCO would prohibit such travel after midnight tonight.

Ismail Sabri said that the people of the city in their places of origin should return to the city before Friday.

My spouse lives across state / district lines. Can I travel just to meet my spouse?

No, although the government may reconsider this after two weeks.

Meanwhile, Ismail Sabri advised couples in this situation to be patient.

I am a student taking an important public exam. What do i need to know?

Face to face learning will continue if you are taking a major public exam in 2020 and 2021. This includes SPM, SVM, SKM, STPM, STAM, and DVM, as well as their international equivalents.

Most of the other students will learn from home.
