Not everyone is eligible for the recalibration plan

PUTRAJAYA: The labor recalibration plan only allows employers to legalize foreign workers who are already under their employment and the new hires that are taken from immigration depots, the immigration authorities clarify.

Its CEO, Datuk Khairul Dzaimee Daud (Photo) said that employers cannot accept illegal immigrants and request their legalization as staff.

He said that companies that need foreign workers and want to hire those in detention warehouses should fund the repatriation of illegal immigrants detained in these facilities at a one-to-one ratio.

“We expect that between 200,000 and 250,000 illegal immigrants will participate in this plan, as well as in the repatriation recalibration plan that will last six months until June next year,” he said.

Since the program launched on Nov. 16, the department has received applications from 478 bosses involving the employment of 2,000 illegal foreign workers.

On Thursday, Interior Minister Datuk Seri Hamzah Zainudin said it had been proposed that large corporations be allowed to hire foreign workers on the condition that they finance the repatriation of illegal immigrants detained in immigration warehouses.

The cost to legalize a foreign worker under the plan will be between RM3,000 and RM4,100 per worker and this includes a deposit of RM500 and RM1,500 as a one-time recalibration fee per worker, respectively.

Other payments are a levy of RM1,850 per worker in the manufacturing and construction sectors and RM640 for plantations and agriculture, payment of RM60 for a pass, processing fee of RM125 and visa payment of between RM5 and RM20 depending on the country.

This is much less than the cost of bringing a foreign worker from a home country that is in the region of RM10,000 to RM15,000 per person.

Khairul said that employers had to submit their applications online through www.imi.gov.my with a deposit payment of RM 500 per worker.

At the same time, employers must submit an application to the Peninsular Malaysia Department of Labor for approval on the number of foreign workers they can hire and the department will return to immigration authorities. Successful applications will be issued with a voucher to allow Prospective workers to go for a medical checkup, once they have been given a clean health certificate, employers can apply for work permits and make the necessary payments.

“If the investigation process is unsuccessful or if the worker does not pass his medical examination, they will be deported,” Khairul said.

Illegal immigrants who can be employed are those whose work permits or social visit passes have expired, who are found to have violated their permit by working in a different sector, who are not reported to have fled their employer, who are not in blacklisted and are from one of the 15 countries of origin.

For illegal immigrants who wish to return to their home country under the repatriation recalibration plan, they must have a valid passport or temporary travel document, a one-way ticket, pay a compound of RM 500 and go to an immigration office to process your request.

The plans will be implemented from November 16 to June 30 of next year.
