New POE to stop the Covid-19 pandemic in prisons

KUALA LUMPUR: The Department of Prisons has released new Standard Operating Procedures (SOPs) to curb the spread of Covid-19 in prisons, Chief Minister (security group) Datuk Seri Ismail Sabri Yaakob said.

He said that according to the SOP, the new prisoners would not be sent to jail immediately, but instead would be quarantined in separate areas for 14 days.

“Inmates who show symptoms during the quarantine period should be referred to the hospital and a second check-up will take place on the 13th.

“After the quarantine period, the inmates who test negative will be transferred to the permanent ward on the 15th and will be separated for five days before mixing with other prisoners,” he said in a virtual press conference from his residence through the Defense. He said the department would establish and activate a Covid-19 crisis management secretariat committee to ensure that new prisoners are strictly controlled despite being quarantined and having tested negative.

Among the other standard operating procedures is to create and operate a temporary prison to avoid congestion and to create a base for members of the Ministry of Health in the nearby area to treat non-critical prisoners in the cell block.

He added that existing inmates at the prison are not allowed to leave except for the purpose of receiving treatment and reducing congestion. Circulation in the prison is also restricted, except for cleaning and kitchen inmates.

“Family visits are immediately canceled and the prison will also sanitize the interior and exterior twice a day,” he said.

Ismail Sabri said that for the escort or transfer of inmates to court, social distancing will be implemented in the vehicle and health checks should be performed on the escort officers and inmates to confirm that they are fit to travel and that have no symptoms of Covid-19.

“The court also agreed to conduct trials related to pre-trial detention cases via videoconference,” he said.

The prison will also ensure that the security aids and vehicles to be used are disinfected, as well as provide gloves, masks and hand sanitizer at all times.
