KINIGUIDE | There has been a lot of confusion regarding the government’s order for managers and supervisors in states under conditional motion control order (MCO) to work from home.

There are also questions about whether a swab test is necessary.

This KiniGuide aims to answer those questions based on Defense Minister Ismail Sabri’s press conference, a frequently asked question from the Ministry of Industry and International Trade (Miti), and a press release from the Ministry of Human Resources.

Who is required to work from home?

Only managers and supervisors in formal sectors should work from home.

Who is considered to have a management or oversight role?

Miti said this is based on the policies of each company.

Consult your human resources department and employee handbook.

What if I am a regular employee?

You can proceed to work as usual and observe standard government operating procedures, such as maintaining physical distance, wearing a mask, and frequent hand washing, among others.

What industries are affected by this work from home order?

All industries are subject to the work-from-home order, except those in the informal or transportation sectors, according to Miti.

The ministry said that the informal sector includes workers in retail, grocery stores, restaurants and plantations, while delivery passengers are considered to belong to the transportation sector.

No list of affected industries?

There are none at this time except for the exemptions mentioned above.

I am a manager required to work from home. There are exceptions?

The government allows 10 percent of people in managerial or supervisory roles to be in office.

However, they can only be in the office for 4 hours from 10 am to 2 pm, three days a week.

Can a company change the four hours to a different time?

No. Managers exempt from the work-from-home order can only be in the office for 4 hours from 10 am to 2 pm.

I have to go to the office, do I need to do a swab test?

Covid-19 swab testing is mandatory for foreign workers working in the construction industry and as security guards in red zones.

Those showing symptoms of Covid-19 should also take a swab test.

For others, the swab test is not required, but is highly recommended.

Can I get a free trial?

All Social Security Organization (Socso) taxpayers can get tested for free at panel clinics.

However, it is only free if the company schedules the trial for you.

Can I do the test at other clinics?

Yes. Your employer may apply for a grant for testing at non-Socso panel clinics.

Your employer must make the payment first and then file a claim with Socso.

They will get a discount of RM 150 for each worker examined.
