KUALA LUMPUR: The Constitution and parliamentary statutes, as well as other limitations, do not allow Dewan Rakyat sessions to be held virtually, Chief Minister (Security Group) Datuk Seri Ismail Yaakob (pix) said today.
He said that despite suggestions to hold it virtually, sessions should be conducted as usual, but with very strict standard operating procedures.
“Based on article 62 (5), in terms of voting, the process must be done in Parliament and not outside it … including the budget and bills … it has to be done in Parliament”, said at a press conference on the Recovery Movement Control Order (RMCO) here today.
Ismail Sabri cited virtual sessions of the Australian Parliament, in which members of parliament there cannot vote or intervene during debates.
“It would be difficult to have too many restrictions, so we will continue sessions of parliament normally but with very strict standard operating procedures,” he said.
Ismail Sabri said that as a precaution, all MPs should also take a Covid-19 smear test three days before the session begins.
“Sabah MPs must first complete their quarantine before they are allowed to enter Parliament. Furthermore, all MPs are allowed to bring only two officers, who must also take a hyssop test, “he said. -Called
