KUALA LUMPUR (Bernama): A total of 15 program, activity, and project performance audits worth $ 15.71 billion were conducted across 12 ministries for the 2019 Series 1 Auditor General’s Report.
Auditor General Datuk Nik Azman Nik Abdul Majid (Photo), in a statement, said the report was presented at the Dewan Rakyat on Thursday (December 10) using the “£ card unit” method and a QR code.
In general, all programs, activities and projects of the federal government are implemented in accordance with established objectives, he said.
However, he said, there are still weaknesses, such as the target “product” and “outcome” that cannot be achieved or cannot be evaluated.
To allow remediation and improvement actions by the heads of the department in question, he said, the National Audit Department (NAD) had presented 62 recommendations on the activities of ministries, federal departments and statutory bodies.
Nik Azman said that federal agency compliance auditing was introduced as a new approach in line with International Standards for Supreme Audit Institutions (ISSAIs) 4000 and 4100, where a total of 16 audits were conducted across 16 federal agencies. , including nine programs and projects. four acquisitions, two contracts and a loan.
The purpose of the audit is to evaluate whether government activities, projects and programs have been implemented in a prudent, efficient and effective manner, as well as the achievement of the objectives that these activities, projects and programs have been achieved.
It also aims to assess the extent to which public money has been spent wisely, efficiently and effectively without waste and to get the best value for money, he added.
The audit found problems of non-compliance of RM336.12 thousand in the amount to be recovered by five federal agencies (RM70.19 thousand), one federal agency (RM21.78 thousand) and 13 federal agencies where there were leaks or losses amounting to RM244.15 thousand, he said, adding that 48 recommendations were submitted to federal agencies for their consideration.
In the financial statements and compliance audit of the federal agency in 2019, NAD had to audit the financial statements of 148 federal agencies for the financial year 2019.
However, as of September 30, 2020, the financial statements of 69 of them had been audited, 77 were still in the process of auditing, while two agencies had not yet submitted theirs, he said.
On programs, activities and projects of ministries, departments and agencies at the state level, a total of 16 performance audits were conducted in three ministries in Sabah and Sarawak, including 22 state government departments and agencies.
He said that 123 recommendations were presented to improve the activities carried out by the ministries, departments and state agencies involved.
“All relevant officers and department heads have been informed of the matters reported in the AG Report for verification purposes.
“An exit conference was also held to discuss the audit findings and obtain explanations and comments,” he added.
The 2019 Series 1 Auditor General’s Report on the activities of ministries, federal government departments, and federal agencies, as well as the 2019 federal agency’s financial statements and compliance audit, will be uploaded to the site NAD website, after the presentation at Dewan Rakyat.
At the state level, it can only be uploaded to the NAD website after it is presented at its respective state assembly sessions. – Bernama
