KUALA LUMPUR: Those looking to start a small business in the city can apply for a six-month temporary license at the Kuala Lumpur City Council (DBKL) starting Sunday (November 15).
DBKL said applications were open to all Malaysians over the age of 18 and could be done online or by submitting a completed form.
“Applications can be made online at https://elesen.dbkl.gov.my/ or applicants can download the form from the same website to complete it.
“They must also attach relevant supporting documents, such as a copy of their identification card, location plan and photo, and a letter of approval from the owner or management of the building,” he said in a statement on Friday (November 13).
DBKL added that applications would be open until March 31, 2021, and that physical forms could be sent to its branches in each parliamentary constituency or housing offices for public housing and public housing projects.
The types of trade allowed included food and drink, dry goods, fruits, and poultry.
“Cooking activities are allowed on a small scale and limited to a single stove. For example, banana fritters, keropok lekor and hamburgers.
“Stall owners must ensure that no waste or garbage is left on site after business and these must be disposed of in proper places,” he said.
The local authority said the trade in controlled items such as tobacco, explosives, vapers and alcohols would not be allowed.
“Neither are service activities such as children’s rides, massages, gambling, hairdressing and bicycle rental,” he added.
The hours of operation of these companies would be from 7 am to 11 am (morning), from 11 am to 3 pm (afternoon), from 3 pm to 7 pm (afternoon) and from 7 pm to 10 pm (night).
Each booth was allowed a folding table and a makeshift 8-square-foot tent.
“Stall owners cannot set up tables and chairs for their customers, and sales are only to go.
“They should also remove their equipment from the business site after work hours.
“No fee will be charged for the license. The license is valid from November 15 to April 15 next year,” said DBKL.
DBKL also reminded stall owners to be present at the stall at all times and warned them not to build permanent structures.
“Each person is limited to a single license. Merchants who already have an existing license are not qualified to apply for this temporary license.
“Food and beverage license applicants must also be vaccinated against typhoid fever,” said DBKL.
