Give priority to those with young children when enforcing remote work, says Cuepacs

PETALING JAYA: Public servants with young children should be given priority when implementing the Work from Home (WFH) ruling, says the Congress of Unions of Civil Service Employees and Civil Service (Cuepacs).

Cuepacs president Adnan Mat said that in addition to this group of public servants, priority should also be given to those whose spouses are front-line, whether in the public or private sector, throughout the entire period of the control order. Conditional Motion (OLS).

He said department heads should also reschedule the tasks of staff who are allowed to work from the office or in the field.

“This is to ensure that delivery to the rakyat is not affected during the MCO period.

“There should also be a rotation of personnel under the command of the WFH and those who work in the field according to the needs of the department to avoid difficulties for its personnel,” he said in a statement on Wednesday (October 21).

Adnan also said that department heads must also ensure that those at the administrative and management levels, who are not required to be in the field or office, are selected for the WFH order.

“This can be done through a rotation or permanently so that their presence in the office can be optimized to around 30% (of the workforce),” he added.

He noted that public officials would not face much difficulty adjusting to the WHF order, as was done during the MCO in March.

Adnan advised the public to reschedule their visits to government offices if possible to avoid overcrowding during this period.

On Wednesday (October 21), the Director General of the Public Services Department, Tan Sri Mohd Khairul Adib Abd Rahman, announced in a statement that public sector offices have been allowed a maximum of 30% of staff to be physically present since Thursday (October 22).

Mohd Khairul said the decision was made to ensure that services in the respective agencies are not affected, and that the public can continue to access them according to the department’s respective ministries, agencies and client statutes.

In announcing the WFH order on Tuesday (October 20), Chief Minister Datuk Seri Ismail Sabri Yaakob said that those who will work from home from October 22 until the conditional MCO is lifted in Selangor, Sabah, Kuala Lumpur, Putrajaya, and Labuan are primarily those in management and supervisory positions.

This decision will involve 800,000 workers from various industries, as well as about 200,000 officials.

Industry and International Trade Minister Datuk Seri Azmin Ali said in a statement on Wednesday (October 21) that no more than 10% of those in managerial and supervisory positions are allowed to work at the site.
