Nonessential construction work prohibited in MCO states

The Ministry of Public Works published a list of guidelines for the construction industry in states subject to MCO restrictions.

He said there would be exemptions from the ban for work on essential services, including maintenance and critical repairs, such as slope and road repairs; construction of major public infrastructure, as well as construction of buildings for projects that provide complete accommodation for workers on construction sites or centralized labor districts.

In addition, there will be exemptions for the operation of professional services or consultants, as well as other services within the supply chain, such as supply of construction materials and delivery of materials, limited to construction sites approved to operate.

Employers must also respect the hours of operation set by local authorities.

According to a frequently asked question posted by the ministry, all operating permits must be obtained from the Ministry of International Trade and Industry (Miti).

Construction workers cannot move from one construction site to another; They must also carry a valid employee pass or an authorization letter from the employer and a Miti operation approval letter for any movement.

According to the FAQ, the project supervising officer is responsible for ensuring full compliance with standard operating procedures, as well as controlling movements on and off the construction site during the MCO period.

The ministry also said that Covid-19 screening is mandatory for all foreign workers as they must undergo Rapid Antigen Test Kit (RTK-Ag) tests, even if they have performed reaction screening tests in polymerase chain.

However, the frequency of the RTK-Ag detection test has not been established.

“For Socso collaborators, employers only need to finance the cost of services charged by the clinic because Socso has supplied the RTK-Ag test kit to the panel clinic,” according to the FAQ.

In the case of foreign workers who are not contributors to Socso, the employer must fully cover the detection costs.
