PUTRAJAYA: The National Water Services Commission (SPAN) will ensure that water supply operators replace problem pipes as scheduled to avoid incidents of leaks or ruptures of pipes that cause interruptions in the supply of water to consumers.
SPAN said it is closely monitoring the planning of each water supply operator on approved pipeline replacement projects in each state, including Selangor, to improve the quality of service to consumers.
“The Pipe Replacement Program is one of the aspects that SPAN focuses on in addition to all the business plans of the water supply operators,” it said today in a statement.
The statement was issued regarding the incident of water supply interruption in 58 areas around Shah Alam, Klang and Petaling, which was due to a problem with the main pipeline belonging to Pengurusan Air Selangor Sdn Bhd (Air Selangor) yesterday.
For the record, SPAN said that since November it approved the business plan presented by Air Selangor, which also included a pipeline replacement program worth more than RM500 million to be implemented by Air Selangor and Pengurusan Aset Air Berhad (PAAB).
“The planned pipeline replacement program will be implemented over three years, from 2020 to 2022, in stages involving the replacement of approximately 150 kilometers of distribution pipes per year and 4,260 connecting pipes,” he said.
The commission said the total length of fiber cement (CA) pipes still used in the distribution systems in Selangor, Kuala Lumpur and Putrajaya was about 6,205 kilometers or 21.4 percent of the total length of the pipes. 29,044-kilometer distribution pipes.
“The pipe replacement program is for pipes that have reached maximum life and is something that every water supply operator plans on a regular basis.
“This is because these pipes are at great risk of leaking or bursting, causing interruptions in the water supply to consumers and at the same time contributing to the high rate of unbilled water (NRW),” he said.
SPAN said the pipeline replacement activity by operators would take time and be carried out in stages to avoid large-scale supply disruptions.
“In this regard, consumers’ understanding and patience is greatly appreciated,” he said.
Meanwhile, SPAN said the government is aiming to achieve 25% NRW by 2030.
Based on current records, the national NRW up to Q2 2020 was 36.9% and the estimated loss due to the NRW is around RM2 billion per year.
SPAN will continue to monitor the activities of the operators based on the approval granted to the development plans and improvements to the quality of the service so that the needs of the consumers receive priority.
