New energy metering to benefit users

PETALING JAYA: In an effort to boost the use of solar energy and reduce the cost of energy, the government is introducing the new Net Energy Metering (NEM) 3.0 program that will benefit residential, commercial and industrial users.

Minister of Energy and Natural Resources Datuk Dr Shamsul Anuar Nasarah (Photo) said that NEM 3.0, which will go into effect from next year until 2023, would have three new programs: NEM Rakyat, NEM GoMEn and Nova.

Under NEM Rakyat, residential users who have installed the photovoltaic (PV) system will enjoy a “one-to-one” compensation rate for 10 years and will practice the concept of self-consumption after the end of the period.

The one-to-one offset ratio means that one credit equals RM 0.51 per kilowatt for domestic rates.

For example, if one unit of excess energy is generated during the current month, the user will be charged less than one unit of energy the following month.

Meanwhile, self-consumption applies when electricity is generated for own use and no excess is allowed to be exported to the grid.

Roughly 10,000 to 25,000 Tenaga Nasional national account holders or 40,000 to 100,000 households in Peninsular Malaysia would enjoy a reduction in electricity bill under this program, Shamsul said in a statement yesterday.

“Quota requests for this program can be made to the Sustainable Energy Development Authority (Seda) from February 1, 21 to December 31, 23 23”, he added.

For the New GoMEn (Government Ministries and Entities) program, the ministry said government buildings equipped with the photovoltaic system would implement the “one-to-one” compensation rate concept for 10 years and they too would adopt self-consumption. concept after the 10-year period.

About 100 government agencies in Peninsular Malaysia would enjoy a reduction in electricity bills amounting to RM6,000 a month, Shamsul said.

“Quota requests for this program can be made to Seda from February 1, 2021 through December 31, 2023,” he said.

Meanwhile, to help commercial and industrial electricity users who are affected by the Covid-19 pandemic, he said that Nova (Net Offset Virtual Aggregation) would help local entrepreneurs and businesses reduce electricity bills and the cost of do business.

According to Shamsul, users in this category will be able to sell additional energy generated by the solar photovoltaic system at a market rate or a marginal system price as an energy credit on the next month’s electricity bill.

Users in this category will also be able to offset additional electrical energy by “virtual aggregation” of up to three electricity bills from the same owner.

Quota requests for the Nova program can be made to Seda from February 1, 21 through December 31, 2023, or until all fees are distributed.

“Details of this program will be announced before applications open.

“The government hopes that the implementation of NEM 3.0 will allow more Malaysians, government agencies, businesses and local entrepreneurs to participate in the latest energy development in the country, in addition to reducing electricity bills to mitigate the impact of Covid-19,” he said.
