PETALING JAYA: In an effort to boost the use of solar energy and reduce the cost of energy, the government is introducing the new Net Energy Metering (NEM) 3.0 program for residential, commercial and industrial users.
Minister of Energy and Natural Resources Datuk Dr Shamsul Anuar Nasarah (Photo) said that NEM 3.0, which will run from 2021 to 2023, has three new initiatives: NEM Rakyat Program, NEM GoMEn Program and NOVA Program.
Under the NEM Rakyat Program, residential users who installed photovoltaic (PV) systems will enjoy a “one-to-one” compensation rate for a period of 10 years and will practice the concept of self-consumption after the end of the 10-year period. .
The one-to-one compensation ratio means that one credit equals RM 0.51 per kilowatt for the domestic tariff.
For example, if an excess of one unit of energy was generated during the current month, the user will be charged less one unit of energy the following month.
Meanwhile, self-consumption applies when electricity is generated for own use and no excess is allowed to be exported to the grid.
Approximately 10,000 to 25,000 TNB national account holders or 40,000 to 100,000 households in Peninsular Malaysia will enjoy the electricity bill reduction under this program, Shamsul said in a statement on Tuesday (December 29).
“Quota requests for this program can be made to the Sustainable Energy Development Authority (Seda) from February 1, 2021 to December 31, 2023.”
For the New GoMEn Program (Government Ministries and Entities), the ministry said that photovoltaic systems, installed in government buildings, will implement the “one-to-one” compensation rate concept for 10 years and they will also practice the concept of self-consumption. after the 10-year period ends.
About 100 government agencies in Peninsular Malaysia will enjoy a reduction in electricity bills amounting to RM6,000 per month, Shamsul said.
“Quota requests for this program can be made at La Seda from February 1, 2021 to December 31, 2023.”
Meanwhile, to help commercial and industrial electricity users affected by the Covid-19 pandemic, Shamsul said the Nova (Virtual Net Compensation Aggregation) Program will help local entrepreneurs and businesses reduce electricity bills. and the cost of doing business.
According to Shamsul, users in this category will be able to sell additional electrical energy generated by the solar photovoltaic system at a market price or a system marginal price (SMP) as an energy credit on the next month’s electricity bill.
Users in this category will also be able to offset additional electrical energy by “virtual aggregation” of up to three electricity bills from the same owner.
“Quota requests for the Nova Program can be made to Seda beginning February 1, 2021 through December 31, 2023 or until all fees are distributed.
“Details of this program will be announced before applications open.”
