In early October last year, the Seimas passed a law prohibiting smoking on balconies, terraces and loggias of apartment buildings owned by individual owners when at least one resident of the house objects to smoking.
The Vilnius City Municipality claims to have received almost four hundred complaints from apartment residents since the new year. The first bans will go into effect on February 5, the rest a little later this month.
“We have also received around 50 different inquiries on this matter. The managing director has already made the decision to ban smoking in 270 apartment buildings. The decisions were not made at the same time and will take effect at different times in different apartment buildings, ”explains D. Ibianskaitė, municipal specialist in public information.
Non-compliance is subject to a warning or a fine of € 20-50. Repeated misconduct will result in a fine of 50 to 90 euros.

Residents who object to smoking in their apartment must file a complaint with the municipality. The latter informs the house manager about this, and should hang signs at the entrances to the outside of the house about the current ban.
The ban on smoking at home takes effect after 15 days. after the public announcement.
“Until the ban comes into effect, people cannot complain to people, neighbors for violating the ban and smokers cannot be punished,” explains D. Ibianskaitė.
The owners of the smoking room should ask the police to indicate the personal data of the smokers on the balcony: name, surname, residential address. Failure to do so will result in fines of between 30 and 60 euros. Repeated misconduct will result in a fine of 60 to 120 euros.
