Prospective drivers are not angry: Due to quarantine restrictions, they cannot get not only a driver’s license, but also a job.
Without rights there are problems
The reader who addressed the journalists of tv3.lt Saulius (name changed to aut. past.) says he can’t wait for the opportunity to take driving tests again. Due to the quarantine of the man, the exam was canceled at the Regitra, and after canceling the exam, plans to go to work had to be postponed.
“I received an offer to work as a parcel carrier in Germany a new year ago, but due to the situation, I had to say that I could not go. I cannot keep the rights, my admission has been postponed until February 1.
But now I lost my job because of Regitra and this whole situation because they told me that I can’t wait long, I need people, and the job is guaranteed with a high monthly salary, ”Saulius writes to journalists.
The man says that he fell into a desperate situation, this job offer was kind and promising for him.
“It just came to our notice then. I’ll try to wait until the rights can be preserved. I’ll persevere and try to contact him, maybe I’ll accept where, little chance.
I plan to volunteer wherever I want, but I have no other idea. According to my specialty, I won’t get a waitress-bartender anywhere, because all the restaurants are closed, ”says Saulius.
Such and similar complaints abound Facebook in the group “Regitra – Acceleration of exams”. The fact that residents cannot acquire the right to drive creates problems for them to find work.
Those who want to learn abound
Driver training companies say they are seeing the direct impact of quarantine restrictions on people seeking to acquire certain categories for employment purposes. The fact that people cannot acquire the right to drive often also means that they cannot get a job or go back to work.
There are many people who want to get C, CE or D categories in almost every driving school. As driving schools say, it makes sense to single out precisely these categories in terms of the impact of quarantine on drivers.
Currently, there are many people in driving schools waiting to update their driving lessons. For example, there are at least 80 people who want to purchase ARV-Auto Category C, CE or D alone, but have stopped learning due to quarantine restrictions.
I am also concerned about those who have completed driving courses but have not yet been able to maintain their rights.
“We have no doubt that there are a number of people who have completed their training in a driving school, but cannot acquire the right to drive because the practice exams are not taken. These people are caught up in the process of acquiring the right to drive before a procedure: the practice test, before the opportunity to start working as a driver ”, comments Valdas Šlepikas, Director of ARV-Auto.
Another category of students identified by driving schools are people who have lost their driver’s license for a short period of time. If you lose your right to drive for more than one year, you must complete special driving courses at the school and pass a driving test at the Regitra. If the right to drive has been lost for less than a year, it is sufficient to complete the school year and the right to drive is restored.
However, due to quarantine restrictions, the courses cannot be completed.
“A simple example is that you have lost your right to drive for three months. You need to complete additional courses at a driving school to regain the right to drive. You cannot complete the course because practical driving lessons are prohibited, so your Sentence will be extended until lessons with instructors are allowed again.
Clients complain that rights are needed for work, that employers are angry and that everyone is paralyzed. We have submitted requests to the responsible institutions both in the past and during this quarantine, but the situation remains unresolved, ”says Gerda Kriščiūnaitė-Krocienė, Rigveda’s commercial director.
Problems arise for all categories
Jurgita Kuliešienė, president of the Lithuanian Association of Driver Education and Training Schools, says the association is also aware of the problem. The issue was also raised with the Ministry of Transport.
“The position of the state authorities was that the offending drivers are certainly not the group of people who would be inclined to make exceptions for them and change in some way when everyone else is denied access to the service.
We might have a slightly different opinion that yes, a person has sinned, pays a fine for it, receives penalties, and is ready to fulfill that obligation, one day of training. But only one problem, especially for professional drivers, is that they cannot return to the job market. People cannot work as long as the quarantine continues, ”says J. Kuliešienė.
J. Kuliešienė also says that the problem arises not only from people who want to get categories C, CE or D, but also from people who want to drive cars.
“If we look at how the entire job market has been transformed during this pandemic, category B has become an important competition to work for. After all, the volume of courier services has grown a lot and carriers. Driving is very useful, especially in this age when many other companies and other sectors are in recession. People are looking for those jobs where there is now a need. There is also a lack of professional drivers in the transport sector, “says J Kuliešienė.
The portal tv3.lt also got in touch with the Drivers Union. Its president, Jovita Jančauskienė, says she heard about future drivers who couldn’t get a job just from the media.
“I think these may be isolated cases. The main complaints are how to reduce wages. More precisely, it is not the salary, but the so-called daily allowance rate, ”says J. Jančauskienė.
After resuming practice exams – will extend working hours
Regitra hasn’t been taking practice tests since December 16. Last week, the government decided to extend the quarantine until February 28, so unless the quarantine conditions are relaxed, practice exams will also not take place until today.
“The situation in the country is constantly changing, therefore the practical exams are canceled in stages, taking into account the current situation in the country at that time and the quarantine restrictions in force. Until February 1st. a total of about 9 thousand. Exams This process is automatic, so you don’t need to do anything extra. We always inform clients about canceled exams in person via SMS messages ”, is written in Regitra’s comment to the editorial board of tv3.lt.
It has been said before that a broken Regitra will lead to huge queues. Regitra is not worried about that. It is planned to extend the working day after renewing the exams.
“As you know, the driving school activities are also limited at the moment, so no new drivers are being trained. Therefore, in the future, when the relaxation of the quarantine requirements allows the resumption of the practice exams, in the first months they will be taken by the same people who planned to do it during the quarantine period. It is also important to note that longer or additional working days are expected to regulate flows.
We sincerely regret and understand that changes due to the announced quarantine may have caused inconvenience to customers. However, there is an extraordinary situation in the country and the safety of all of us is paramount at this time. We hope that the decisions taken will allow the spread of COVID-19 to be controlled more quickly, stabilize the situation throughout the country and that all services will be provided again without problems, ”the letter reads.
Facilities for drivers
Regitra also recalls that he has now extended the validity of the theory test.
“In other words, for future drivers whose positive result of the theoretical test has passed or will expire during an emergency, the validity period extends for the entire period of the declaration of the emergency and for another 6 months after its termination. therefore, even though the practice tests are currently suspended, all future drivers have the opportunity to pass the test later, ”writes Regitra.
For novice drivers whose driver’s licenses expire during quarantine, their validity will be extended for the quarantine period and for another 45 days. after its end.
The tv3.lt portal recalls that this Monday the Government approved the proposal to allow the resumption of the activities of the outdoor ski centers. On Wednesday, the government is preparing to propose that non-essential stores with a separate entrance provide beauty services.
The resumption of driving schools has yet to be mentioned, but the Government’s Emergency Commission promises to make new proposals in the near future.
