S. Ursul was born in 1952 in Ukraine. In 1977, he graduated from the Lithuanian Academy of Agriculture (now Alexander Stulginski University), where he acquired the specialty of agronomist.

S. Ursul began his career as head agronomist at the Kirov collective farm in Ukraine, working briefly in Moldova. In 1981 he came to Lithuania, initially he worked at the Lenin collective farm in Vilnius district as chief agronomist, vice president of the collective farm, in 1992-2000 he was director of the Kyviškės agricultural enterprise in Vilnius district, in 2000-2012 cultivated.

In 2011-2012, S. Ursulas was a member of the Vilnius City Municipal Council, was elected to the Seimas in 2012 and worked here for a period.

In 2019, S. Úrsulas and the Labor Party were elected to the Vilnius City Municipal Council.
