The ethics officer, who made such a decision by consensus Tuesday, also recommended that J. Imbras “communicate in a correct and courteous manner with the members of the commission and others present at the meetings.”
Ethics officers stated that J. Imbrasas on July 14. At the Seimas Environmental Protection Committee meeting, she repeatedly demanded that committee member Virginija Vingrienė speak only after giving her the floor and not interrupting the session participants, warning that the parliamentarian would not be able to speak and ask questions otherwise. I followed the order.
The Ethics and Procedures Commission of the Seimas determined that J. Imbrasas did not use words, phrases or descriptions in his speech that could be considered humiliating or with signs of slander.
However, the ethics guards also acknowledged that Mr. Imbrass, chairing the commission on July 14. he spoke at the hearing in some cases “in a high tone, strictly disciplining the participants in the hearings so that their behavior could be considered insufficiently correct.”
If, in the opinion of the Seimas member V. Vingrienė, her honor and dignity were insulted or defamed, the Seimas Ethics and Procedures Commission recommended that she go to court in a civil or criminal proceeding.
Regarding the behavior of J. Imbras, V. Vingrienė addressed the ethical guardians of the Seimas, noting that the chairman of the committee “began to interrupt her, detain her, even educate her in an aggressive, humiliating, high tone.”
In his opinion, this behavior of the president of the Solidarity Age Committee signifies a lack of respect not only for her as a colleague but also for the parliamentary institution as a whole.
“In my personal opinion, such behavior by committee chair I. Imbras is unjustified, intolerable and unacceptable and can be considered a typical manifestation of a systemic culture of harassment,” V. Vingrienė told the ethics officer.
Disagreeing with such an assessment, J. Imbrasas stated that “he has never humiliated women and is an honorable, ethical and law-abiding member of the Seimas.”
“During the meetings of the same environmental protection committee, I also wish from my colleagues. (…) If I see committee members breaking the order, I remind them calmly. I am the chairman of the committee; it is my duty to support the proper functioning of the committee ”, he says.
The politician who participated in the meeting of the Seimas Ethics and Procedures Commission did not deny that sometimes it is necessary to reassure colleagues in a stricter tone.
By the way, although the deadline is coming to an end, Mr. Imbrass will once again have to explain his behavior to the ethics guards.
On Tuesday, the Seimas Ethics and Procedures Commission decided to start investigating the complaint of Ingrida Šimonytė and Aistė Gedvilienė, members of the Lithuanian Christian Homeland-Democratic Union (TS-LKD) faction. The parliamentarians ask to evaluate the behavior of the members of the Seimas Juozas Imbrasas and Artūras Skardžius, in their opinion, as unethical and in violation of the procedures of the Statute of the Seimas during the meeting of the Environmental Protection Committee.
According to A. Gedvilienė, when considering the amendments to the Construction Law, the members of the Seimas “violated the procedures of the Statute of the Seimas to push the amendments to the law without a quorum.
The Ethics and Procedures Commission commissioned the conservative member of the Seimas Kazys Starkevičius and the parliamentary peasant Aušra Papirtienė to draw up draft conclusions on this complaint.
