After the atmosphere indicated that the parliamentary consultations to appoint the new prime minister, on Thursday, would take place in full swing, President Michel Aoun decided to postpone it for another week.

On Wednesday night, the Presidency of the Republic issued a statement in which it indicated that “the consultations will be postponed until next Thursday, October 22.”

The presidential statement indicated that the postponement occurred “at the request of some parliamentary blocs, due to the appearance of difficulties that require work to solve them,” without further details.

This comes at a time when Parliament Speaker Nabih Berri emphasized that he is “against delaying even a single day,” according to a statement.

Parliamentary consultations usually take place during meetings between the president of the republic and the separate parliamentary blocs, and the candidate who gets the majority is the president-designate.

The decision to postpone a state of controversy about its true reasons, the feasibility of postponing the consultations and the possibility that the decision repeats the scenario of previous governments.

** Hariri is a candidate

On October 8, former Prime Minister Saad Hariri announced his candidacy to head the Lebanese government and said: “I am not nominating (to head the government), I am a candidate.”

Al-Hariri added, in an interview with the Lebanese (private) channel “MTV”, “I will make calls to make sure that everyone adheres to the IMF reform document and a government of specialists.”

Hariri held meetings with Presidents Aoun and Berri to discuss the government’s record, and also sent a delegation from his political bloc to meet with other blocs and consult on the same issue.

On Thursday, Hariri’s media adviser Hussein al-Wajh wrote on Twitter: “The French initiative was and remains the only and last chance to stop the collapse and rebuild Beirut. The postponement will not change the issue and the obstruction will never change. it has been a solution for Lebanon and the Lebanese. ”

And on Monday, President Michel Aoun called for the swift formation of a new government, due to his country’s inability to withstand further deterioration.

This is the second government since the bombing of Beirut on August 4, which resulted in around 200 deaths and thousands of injuries, in addition to billions in infrastructure losses, according to non-final government estimates.

** “Christian rejection”

As for the reasons for the postponement of the consultations, a political source attributed to Anatolia the “failure of Hariri in obtaining the Christian Charter”, after the largest Christian group in Parliament refused to name it.

The two blocks are “Strong Lebanon” representing the party of the President of the Republic headed by Gebran Bassil, Michel Aoun’s son-in-law, and the “Strong Republic” affiliated with Samir Geagea’s Lebanese Forces party, according to the source.

The source, who preferred not to be identified, said: “Hariri called Aoun (on Wednesday), before the consultations were postponed, and during the call, there was data that helped resolve the postponement decision.”

He added that “Hariri is proceeding with his movement and will not withdraw his candidacy,” noting that “the movement that Hariri took, positively touched all political forces when dealing with him, and some left the nomination of the prime minister until then” .

However, a member of the powerful Republican bloc, Wahba Qatisha, believes that the reason for the delay is “that President Aoun wants to know the form of government before hearing the consultations.”

Qatisha explained to Anadolu Agency: “President Aoun does not want to appoint Hariri before he knows the secrets of this government.”

He adds, “Aoun could have considered that Hariri had prepared a deal or an agreement with the Shiite duo, and was out of this equation, so he postponed the consultations for a week, to further clarify his image.”

** The differences of Bassil and Hariri

For his part, the writer and political analyst Bishara Khairallah believes that “the subject of the letter is unreliable, so it is not possible to consider a Christian representative who gives a letter and another who does not.”

Khairallah told Anadolu Agency: “The constitution is clear in terms of appointing the majority of MPs. This is constitutional precedent and heresy, and the intimidation of the constitution out of special interest.”

There are a number of Christian representatives who want to nominate Hariri as prime minister, as the Future Movement bloc includes Christians, and the head of the Marada Movement (Christian party), Suleiman Franjieh, announced that his deputies would appoint Hariri.

The number of seats in the Lebanese Parliament is 128, and the current number of deputies is 120, after the resignations, after the explosion of the port of Beirut.

And Khairallah points out: “The consultations were postponed, due to the disagreement of Hariri and Bassil (the head of the Free Patriotic Movement, former Foreign Minister), who wants to pressure Hariri to subjugate him or force him to visit or contact him, is say, a simple provocation.

On Wednesday, Bassil posted a tweet on Twitter, in which he said: “Regarding the decision of the President of the Republic to postpone the parliamentary consultations, this will not change our position.”

The relationship between Basil and Hariri soured after the latter’s resignation as prime minister, following protests on October 17, after being allies in the last parliamentary elections of 2018.

** Do not write without assignment

As for the member of the Future Parliamentary Bloc, Muhammad Al-Hajjar, he believes that “the reasons for the delay are neither understood nor justified”, considering that “this matter does not fit with what is required today in Lebanon to overcome the economic collapse. and financial “.

Al-Hajjar added: “In constitutional logic, there should not be a vacuum at the level of executive authority, even if there is an interim government.”

He continues: “The call for parliamentary consultations came a bit late in the first place.” It considers that “returning to the logic of composition, before the assignment (that is, agreement on quotas and ministerial portfolios), is a violation of the constitution, and we will not return to it.

And the writer and political analyst Muhammad Nimer agrees, who assured that “there are no difficulties in the context of the consultations. The constitution is clear, that whoever obtains the majority in the consultations is the designated president.”

Nimr told Anadolu Agency that “the logic of the pact does not exist, as the representatives represent all of Lebanon.”

He recalls the procedures for appointing former Prime Minister Hassan Diab, saying that “President Aoun fought the battle to bring Diab to the presidency of the government, in the absence of the Sunni letter, but there were 6 deputies from the consultative meeting, and they belong to (Shiite) Hezbollah “.

For his part, journalist and political analyst Ghassan Saud believes that “President Aoun was clear from the beginning of his term, until he was the author before the assignment.”

And Saud adds, to Anadolu Agency: “It is not possible to assign a person to form the government, before the details of this composition are agreed.”

He points out that “President Aoun accepted the result of French pressure, to go with Mustafa Adeeb assigning him before writing, and this is what led to losing a month without forming a government, because there was no agreement with any party.”

He notes that “by assigning Hariri today, Adeeb’s scenario will repeat itself.” He explains: “The difference is that Aoun and some of the parties fear that Prime Minister Hariri will soon hand over a government without any coordination, and Aoun will be forced to accept or accuse him of obstructing the government’s work.”

On August 31, President Aoun announced that Mustafa Adeeb had been assigned to form a government to succeed his predecessor, led by Hassan Diab, who resigned on August 10, following the Beirut port explosion.

But Adeeb apologized weeks later, for completing his duties, after the Shiite duo “Amal Movement” and the “Hezbollah” group joined the finance portfolio and appointed Shiite ministers.

Adeeb’s assignment coincided with an inspection visit to Beirut by French President Manuel Macron, whom the Lebanese parties accuse of interfering in his country’s internal affairs, including the government formation process, in an attempt to preserve the influence of Paris in Lebanon.
