But the Democratic nominee had previously commented from Delaware on the issue of announcing the winner of the presidential race, saying the president could not determine whether or not votes were counted.

He added at the time that it was necessary to wait for the vote count to know the result, referring to previous statements by his Republican rival, Donald Trump, who had repeatedly suggested that he could announce the result without waiting for the last numbers of the count.
