وقال رئيس لجنة الصحة النيابية السابق الدكتور اسماعيل سكرية «إننا باتجاه العودة الى نقطة الصفر بسبب التفلت الاجتماعي وعدم الالتزام بالإجراءات الوقائية على مستوى المقيمين والوافدين من الخارج»، مشيراً لـ«البناء» الى أن «المسؤولية الأساس تقع على الحكومة وليس على وزارة الصحة العامة التي قامت بواجبها كاملاً ضمن الامكانات المتوفرة، لكن الحكومة لم تحافظ على استمرارية التشدد بالإجراءات التي وضعتها في بداية قرار التعبئة العامة وحظر التجول لاسيما لجهة التخفيف غير المدروس للاجراءات الذي دفع المواطنين للتراخي والتجمع والاحتكاك في الطرقات والمقاهي والمطاعم ودور العبادة ومراكز توزيع المعونات»، وما زاد الطين بلة بحسب سكرية هو «العودة العشوائية للمغتربين وعدم التقيد بالضوابط الصحية والرقابة على عملية الحجر المنزلي للوافدين وتدخلات لشركات وسفارات في أسماء العائدين وعدم اتباع الاولويات العمرية والانسانية والاقتصادية وتزوير شهادات صحية». ودعا سكرية الحكومة ومجلس الدفاع الاعلى لاتخاذ إجراءات مشددة لمنع التجمعات والاحتكاك وتنظيم عمليات عودة المغتربين في اطار ضوابط مشددة واقفال المحال التجارية باستثناء القطاعات الصحية والافران والاجهزة الامنية». ولفت الى أن «الدول المتنافسة على القضاء على الوباء لم تتوصل الى اي لقاح او علاج حتى الآن»، موضحاً ان «هذا الأمر دخل في اطار الصراعات الاقتصادية والسياسية بين الدول العظمى لا سيما الولايات المتحدة والصين»، متوقعاً ان تبادر الولايات المتحدة لايجاد اللقاح والعلاج والاستثمار المادي به عبر بيعه لكل دول العالم».
ويعقد مجلس الوزراء جلسة صباح اليوم في بعبدا وعلى جدول الاعمال 11 بنداً، وأبرزها مشروع مرسوم، يتعلق بتعديل دفتر الشروط الخاصة بدورات الترخيص في المياه البحرية ونموذج اتفاقية الاستكشاف والإنتاج، واعتماد الاجراءات المتوافقة مع التعديل عرض وزارة الطاقة والمياه لتطوير واقع الأعمال في موضوع تأمين الكهرباء وإلغاء كامل عجز مؤسسة كهرباء لبنان.
الى ذلك، يصل وفد وصندوق النقد الدولي مساء اليوم، الى بيروت. وبحسب المعلومات فإن «الوفد الصندوق سيباشر غداً لقاءاته مع المسؤولين المعنيين بالوضعين الاقتصادي والمالي، على أن تستمر يومي الخميس والجمعة، يطرح خلالها سلسلة من الأسئلة حول النقاط التي تعوق النفاد إلى الحلول المرجوة توصلاًً إلى وضع برنامج يفي بالإنقاذ». وأضافت المعلومات أن «الوفد سيستمع من المسؤولين إلى شرحٍ وافٍ حول خطة الاصلاح الحكومية، ورؤيتهم للبرنامج الإنقاذي الذي يرجونه من صندوق النقد، بما يساعد الوفد في الحصول على كافة المعطيات المتصلة بالوضع النقدي والمالي للبنان ويمكنه من وضع تصور حل. ويغادر الوفد لبنان في نهاية الأسبوع على أن يعود إليه بعد أسبوع، حاملاً البرنامج والتصور الذي يراه مناسباً للمهمة المطلوبة منه تجاه لبنان». وعرض رئيس الحكومة حسان دياب مع الممثل الخاص للأمين العام للأمم المتحدة في لبنان يان كوبيتش مشروع الخطة المالية – الإقتصادية للحكومة إضافة إلى التطورات العامة.
وأكد حزب الله على لسان نائب أمينه العام الشيخ نعيم قاسم أن «الخطة الإصلاحية المالية والاقتصادية هي المعبر الضروري لانطلاق الخطوات العملية للإصلاح، وهي التي ترسم خارطة الطريق للاقتصاد المنتج وتحريك عجلة العمل، وفي الوقت الذي تتابع فيه الحكومة عرض الخطة مع الجهات الدولية من المهم أن تنطلق الخطوات التنفيذية التي تتطلب مبادرة داخلية سواء بقرارات تتخذها الحكومة أو بمشاريع قوانين يناقشها المجلس النيابي، وخاصة ما يؤدي إلى معالجات ملموسة لحاجات المواطنين، وأبرزها تفعيل متابعة وزارة الاقتصاد لفرقها في مكافحة غلاء الأسعار». وأكد أن «من الضروري أن يتم تعيين نواب الحاكم ولجنة الرقابة على المصارف وهيئة الأسواق المالية ومفوض الحكومة، والمباشرة بملء المواقع الشاغرة في الإدارة، والإسراع بتجديد آلية التعيين، ومعالجة الثغرات التي برزت في اقتراحات التعيينات التي تأجلت، فهذه المواقع تلعب دورا مهما في حسن أداء مشاريع الحكومة».
في غضون ذلك، وفيما يسجل سعر صرف الدولار مستوى قياسياً، عاد ملف اقالة حاكم مصرف لبنان رياض سلامة الى الواجهة وسط معلومات تحدثت عن اصرار أطراف عدة على تعيين حاكم جديد، انطلاقاً من ان الوضع المالي المستجدّ لا يمكن ان يستمر في ظل الواضع الاساسي للهندسة المالية على مدى أكثر من 30 سنة، وبالتالي هذا الامر يؤخر الاصلاح المبتغى. وأشارت المعلومات الى أن البحث جار حول كيفية دفع سلامة الى تقديم استقالته، إذ يبدو للمعنيين انه لا يمكن إقالة سلامة بعدما تم تعيينه لمدة ست سنوات من قبل الحكومة السابقة. وفي المقابل، ينقل عن سلامة، أنه غير متمسك بالحاكمية، لكن لا يمكنه الاستقالة لحساسية الموقع والملفات التي يتعاطى بها ودقة الوضع المالي والنقدي، إلا اذا حصل انتقال هادئ وسلسل ومدروس، لأن الاستقالة او الإقالة المفاجئة ستدفع الى سقف غير محدود لسعر الدولار. وهذا اكثر ما يخيف القوى الدافعة لإقالته.
وقالت مصادر مطلعة لـ«البناء» إن «الاميركيين أظهروا للمسؤولين اللبنانيين عدم ممانعة لتغيير سلامة بطريقة هادئة وسلسلة مقابل الاتفاق المسبق على البديل وجرى التداول بمجموعة من المرشحين»، ولفتت الى أن «اي حاكم جديد من الطبيعي ان يكسب رضى الاميركيين وأن يتمتع بعلاقة جيدة مع الجهات المالية الدولية وصندوق النقد الدولي وذلك للحفاظ على تواصل لبنان بدائرة النظام المصرفي العالمي»، فيما نفت مصادر التيار الوطني الحر لـ«البناء» أن «يكون التيار متمسكاً بتعيين حاكم مقرّب منه بل ما يهمه التوافق السياسي على حاكم جديد كفوء يستطيع ضبط الوضع النقدي ومعالجة الأزمات المالية بالتعاون مع الحكومة وملتزم سياساتها وبالإصلاحات المالية والنقدية والمصرفية كما ورد في الخطة». ووضع المدعي العام المالي القاضي علي إبراهيم يده على ملف ارتفاع الأسعار بموجب إخبار وصله وكلف مكتب الجرائم المالية ملاحقة الموضوع.
وأكد وزير الاقتصاد راوول نعمة أن «أسعار السلع الغذائية الاساسية ستنخفض في غضون 3 اسابيع، لأنه سيتمّ تحديد كلفة السلع، والعمل وفق آلية معينة بالتنسيق مع البنك المركزي، لتأمين الدولار بكلفة أقل، ليتمكن المواطن بالتالي من شرائها بكلفة أقل». وقال نعمة في تصريح: «نعمل حالياً على تحضير لائحة السلع الغذائية الأساسية، بالتنسيق مع وزارة الصناعة والزراعة، وعندما تصبح اللائحة جاهزة، سنذهب الى مصرف لبنان ونعمل معه على تأمين دولارات للتجار بسعر خاص، قد يكون 3000 او 3500 ل.ل. «.
وعلى خط مواز، استمرت حملة التوقيفات للتجار والصرافين المتلاعبين بسعر صرف الدولار، وتمّ توقيف عدد منهم فيما واصلت القوى الأمنية ملاحقة آخرين في مناطق مختلفة. وحافظ سعر صرف الدولار أمس، على استقراره في السوق السوداء ليتراوح بين 4250 ليرة للمبيع و4200 ليرة للشراء.
الى ذلك انفجر الخلاف السياسي بين العهد والتيار الوطني الحر ورئيس تيار المرده سليمان فرنجية. وعلى وقع قرار القاضي نقولا منصور إصدار أربع مذكرات توقيف غيابية بحق كل من إبراهيم الزوق وتيدي رحمة وسركيس حليس وجورج الصانع في ملف الفيول المغشوش، شنّ الوزير السابق سليمان فرنجية هجوماً هو الأعنف له على العهد والتيار الوطني الحر على خلفية ملف الفيول. ما لاقى استغراباً لدى أوساط التيار الوطني الحر.
واعتبر فرنجية في مؤتمر صحافي عقده أمس، أن «ملف الفيول المغشوش سياسي، لأن الجهة التي فتحته معروفة والقضاة معروفون، والذي لا يحترم القضاء هو من لا يمضي التعيينات القضائية». وقال: «في ملف الفيول 6 وزراء هم من «التيار» ألا يتحمل هؤلاء الوزراء أي مسؤولية في هذا الملف؟». وأكد «أن القضاء مسيّس، وسركيس حليس سيمثل أمام العدالة، ولكن ليس عدالة جبران باسيل». أضاف: «أجمل ما حصل أنهم وصلوا إلى السلطة والناس كشفتهم، وإن لم يحاكمهم القضاء فإن التاريخ سيحاكمهم وهم كذبوا على اللبنانيين منذ 1989 وأنا أتحمل مسؤولية كلامي». ورأى أن «لبنان ليس بلداً نفطياً ولا أثر للغاز فيه و»التيار» الحقيقي لم يعد معكم وأنتم تعتمدون اليوم على «المرتزقة» الذين سيتركونكم بعد نهاية العهد». وقال: «إذا أردتم الحرب فنحن لها، وإذا أردتم السلم فنحن جاهزون، ولكن الضعفاء والجبناء يظلمون ويتمرجلون بالسلطة ولكن التاريخ لن يرحمهم».
في المقابل اكد مكتب الاعلام في رئاسة الجمهورية أن «من اصدق ما قاله السيد فرنجية هو «وقوفه إلى جانب ناسه» سواء كانوا مرتكبين أو متهمين بتقاضي رشى. وبدلاً من أن «يفاخر» السيد فرنجية بحمايته لمطلوبين من العدالة، كان الأجدر به أن يرفع غطاءه عنهم ويتركهم يمثلون أمام القضاء الذي هو الجهة الصالحة لتبرئتهم أو إدانتهم. وبكل الأحوال يبقى هذا الموضوع في عهدة القضاء الذي له وحده أن يتخذ ما يراه مناسباً من إجراءات.
وفي ما عدا ذلك من كلام السيد فرنجية الانفعالي، فهو لا يمتّ، في معظمه، إلى الحقيقة بصلة وفيه تزوير للوقائع وبالتالي لا يستحقّ الرد، وإن كان حفل بالإساءات التي تضر بسمعة لبنان ومصلحته واقتصاده ودوره وحضوره في محيطه والعالم، لا سيما ما ذكره عن موضوع التنقيب عن النفط والغاز».
وردت مصادر نيابية في التيار الوطني الحر على فرنجية عبر «البناء» بالقول: «كنا ننتظر من الوزير فرنجية مناقشة الخطة الاقتصادية للحكومة وأن يقدم اقتراحات جديدة تخدم عمل الحكومة الدؤوب لإنقاذ البلد من آتون الأزمات الذي يغرق به وليس تخصيص كامل مؤتمره الصحافي للتهجم السياسي على التيار الوطني الحر والعهد تحت عنوان ملف الفيول المغشوش». ولفتت المصادر الى أن «تغير نمط عمل الحكومة وتطور أدائها لجهة مكافحة الفساد وإعادة النظر بطبيعة المرحلة الماضية وتحريك القضاء ضد الفاسدين والمتورطين بالفساد أرعب بعض القوى السياسية التي اعتادت على نمط معين من الأداء الذي أوصل البلد الى هذا الدرك، ولذلك تحاول شن حروب استباقية على الحكومة والعهد لحماية نفسها». وتساءلت المصادر: «لماذا هذه الحملة اليوم على القاضية غادة عون عند فتح ملف الفيول المغشوش ولم تكن في السابق؟ ولماذا لا يمثل المشتبه بهم أمام القضاء ويترك الامر للجهات القضائية المختصة ليقرر في هذا الملف؟». وأضافت المصادر العونية لـ«البناء» «ان فرنجية كان عضواً في تكتل التغيير والإصلاح الذي رأسه العماد ميشال عون الذي لطالما كان «بي الكل» بمنظور فرنجية لسنوات فماذا تغير اليوم؟ ولماذا عندما يتحرك القضاء ضد أي فاسد يجري استحضار النائب باسيل للتلطي به؟». واستغربت المصادر تزامن وتماهي الهجوم على العهد والتيار من ثنائي القوات اللبنانية والمرده؟ مضيفة: «فإذا كان الاستحاق الرئاسي الهمّ الرئيسي للطرفين، فنحن نعتبر ان الأمر مبكر جداً والاولوية هي لوضع خارطة طريق لإنقاذ اللبنانيين ولبنان من الازمة المتفاقمة، لكن اذا كانت حظوظ التيار الوطني الحر قليلة للوصول الى رئاسة الجمهورية، فبالتأكيد لن يكون البديل المطروح من اعتاد على سياسات وحكومات فاسدة أوصلت البلد الى هذا الدرك». ولفتت المصادر الى أن «وجود وزراء من التيار الوطني الحر في وزارة الطاقة لا يعني علمهم بحصول فساد من بعض الشركات والموظفين في الوزارة إضافة الى أن وزراء التيار حاولوا مراراً تعديل عقود استيراد الفيول مع شركة سونطراك واجراء مناقصات جديدة، لكن مجلس الوزراء كان يصوت بالرفض»، مذكرة بكشف وزير الطاقة السابق سيزار ابي خليل محاضر مجلس الوزراء.
وكان قاضي التحقيق نقولا منصور أصدر 4 مذكرات توقيف غيابية بحق كل من ابراهيم الزوق وتيدي رحمة وسركيس حليس وجورج الصانع، في قضية الفيول المغشوش. كما أفيد أن مكتب الجرائم المالية استمع الى نقيب الصيادلة السابق ربيع حسونة والنقيب الحالي غسان الأمين في ملف استيراد الدواء.
على صعيد آخر، وإذ استبعدت مصادر نيابية لـ«البناء» طرح ملف التعيينات على مجلس الوزراء في جلسة اليوم، مشيرة الى أن الملف جُمِد حتى اشعار آخر، أكد رئيس الجمهورية العماد ميشال عون حرصه على المحافظة على حقوق الطوائف كافة، لا سيما طائفة الروم الارثوذكس التي اعطت الادارة اللبنانية مسؤولين مشهوداً لهم بالكفاءة والإخلاص والسيرة الحسنة، وذلك خلال استقباله في قصر بعبدا، بحضور النائب الياس بوصعب، المطران الياس عودة الذي شدد على اهمية مشاركة ابناء الطائفة الارثوذكسية في المواقع الادارية والوظيفية على اساس الخبرة والكفاءة ونظافة الكف.
وغرّد بو صعب عبر تويتر عن أهم ما سمعه خلال اللقاء: «المطالبة بخيار الدولة المدنية القائمة على أساس المواطنة الحقيقية، أهم ما سمعته خلال لقاء فخامة الرئيس مع سيادة المطران عودة، تأكيدًا على ما أجمعنا عليه في بيان لقاء دار المطرانية. إنني أتعهد متابعة هذا المطلب والعمل مع كل من يلزم لتحقيقه كونه الخيار الوحيد لخلاص لبنان».
.. وكان ورد خطأ سهواً في افتتاحية عدد «البناء» أمس، حول توقيت إطلالة الأمين العام لحزب الله السيد حسن نصرالله، بأن الإطلالة «أمس الاثنين». والصحيح أن الإطلالة هي عصر اليوم بمناسبة ذكرى استشهاد القياديّ في الحزب مصطفى بدر الدين (ذو الفقار)، فاقتضى التوضيح.
