The Development and Reconstruction Council informed those interested in the Presidency of the Council of Ministers and the Ministry of the Environment that the landfill will be closed on the 14th of this month, which means that more than a thousand tons of daily household solid waste they will remain in the streets, as always! However, this time the disaster is immensely more dangerous, since the matter is not limited to the end of the loading capacity of the landfills, but is also associated with the destruction of the selection and fermentation plants in the choir and Karantina due to the bombardment of the port. The cost to rehabilitate and operate these plants is estimated at about $ 7 million, unavailable amid a general bankruptcy, in addition to the $ 56 million that was required to develop the screening plants and complete the fermentation plant in the Costaprava landfill, which is also nearing full capacity after expanding twice without finishing. The promised brewery.
To make matters worse, the factories stopped operating about a month ago, after the catastrophic explosion, greatly increasing the proportion of waste that goes to the Jadida and Costaprava landfills, since the former receives, daily, about 1,300 tons of waste instead of between 500 and 800 tons, and exceeded The volume of waste that Kostaprava receives daily is 1500 tons instead of 1000 tons, in addition to the 750 tons daily that used to go to the sorting and fermentation plants. This was accompanied by a large quantity of dumps and glass that resulted from the bombing and which were dumped into the collection companies’ containers, and a larger quantity was collected in random places awaiting safe treatment, knowing that it contains hazardous waste (not ordinary dumps ) that require special treatment and management. Added to all this, the quality of work of companies committed to sweeping, collecting and dumping has decreased as a result of the deterioration of the exchange rate of the Syrian pound, the crisis of foreign workers in these companies who demand to pay their salaries in dollars and the delay of the State in the payment of company fees (monitoring sources revealed that the tender carried out to close the old Tripoli landfill and rehabilitate it by removing gases and juices from it and reinforcing the supporting wall, no one approached him about price differences and disagreement over how to price the dollar).
The Al-Jadida landfill receives 1,300 tons of waste a day since the port was bombed instead of 500-800 tons, and Costaprava 1,500 instead of 1,000
With all this, we are faced with a multifaceted problem that is unprecedented in all the waste crises that have happened. After everything goes to the landfill, it is not known where these huge amounts of waste will be dumped after the 14th of this month, and the worst after the closure of Costaprava? Who will pay the cost of rehabilitating the plants destroyed by the explosion? Who will finance the additional factories and landfills in the rest of the regions after their cost has risen, especially since this case was not included in the “French program” for the next government, and any “suicide bombers” who accept the receipt? the Ministry of the Environment has to deal with a file in which all its components collapsed to start below zero? ! And what would be the position of the new government if it preceded a choice, for example, between financing the food and medicine basket and financing the “paper mill”? Note that subsidizing the food basket costs the treasury about $ 100 million annually, while support for waste treatment costs almost twice this amount, and at least $ 150 million to operate the waste disposal mechanism without construction (especially marine filling, expansion and equipment works) and expropriation. .
Environment Minister Damianus Train is absent from the hearing and does not speak to the media, suggesting that he has completely renounced his responsibilities as he resigned before the government and is not obliged to do business … but forgot that He had used up, before his resignation, the three months he requested on the day of the extension of the new sanitary landfill. Knowing that the late government, from the moment of its formation, had left the environment portfolio to those who had no place left after the quotas on those sovereignties and services, as usual.
