Russian President Vladimir Putin announced that the leaders of Russia, Armenia and Azerbaijan have signed a declaration on the ceasefire in Karabakh.
According to the agreement, published by the agency “Sputnik Armenia”, a complete ceasefire was announced starting at midnight on November 10, Moscow time. The armies of Azerbaijan and Armenia stopped at their positions. The parties undertook to exchange prisoners of war.
Armenia must return the Kilbajar region to Azerbaijan by November 15 and the Lachin region by December 1, 2020, leaving the five-kilometer-wide Lachin Corridor under its control, which will ensure the connection of Karabakh with Armenia. At the same time, this point does not apply to the city of Shusha, which Baku previously announced would be liberated. In addition, by November 20, Yerevan must hand over the Agdam region and the part of the Azerbaijani Gazakh region that it occupies to Baku.
A Russian peacekeeping unit of 1960 soldiers, with their firearms, 90 armored personnel carriers and 380 pieces of special equipment, is deployed along the contact line in Karabakh and along the pass of Lachin. The Russian force will be deployed simultaneously with the withdrawal of the Armenian army. Their permanence will be limited to five years, with automatic renewal for additional periods of five years, if neither party to the agreement decides to withdraw from it. In order to monitor the implementation of the agreements, the Peacekeeping Center will be deployed to monitor the ceasefire.
Over the next three years, a plan should be defined to build a new traffic route along the Lachin Corridor, to provide and secure communication between Stepanakert and Armenia, and the Russian peacekeeping unit will be redeployed later to protect this route. At the same time, Azerbaijan ensures the safety of transmission lines along the Lachin pass.
The return of displaced persons and refugees to Karabakh and the surrounding areas must be guaranteed, under the supervision of the United Nations High Commissioner for Refugees.
The ban on all economic ties and transportation in the region should be abolished, and Armenia committed to guaranteeing transportation between the western regions of Azerbaijan and the Nakhchivan Autonomous Republic. This will be monitored by Russian border guards. In addition, it plans to guarantee the construction of new transmission lines to connect the main lands of Azerbaijan with Nakhichevan.
