The Macron initiative sank in the port of Beirut

Rajeh El-Khoury wrote in Asharq Al-Awsat:

At noon last Thursday, before Mustafa Adib, the president in charge of forming the Lebanese reformist “missionary” government, headed to Baabda to meet for the third time with President Michel Aoun to discuss his mission. He had issued a short statement, which constitutes a clear and clear warning that he is on his way to relinquishing his mission entirely. .

It is well known that the process of formation of the new government, which Macron had agreed with all political and partisan forces, including Hezbollah and the Amal Movement, and that according to the statements of French President Emmanuel Macron, a deadline of two weeks that ended last Tuesday. But it was extended 48 hours, based on the approval of Paris, after it hit a series of obstacles that the Adeeb faced, and returned the terms of political quotas, portfolio holdings and the size of the government to the playing field. of training, completely undermining the concept of the “reform mission” of the new government, which Macron made clear that if politicians would not go. The Lebanese to him and his specific reform program, will be subject to a series of sanctions, in addition to depriving Lebanon of all the necessary aid to avoid its total collapse!
On Thursday afternoon, before Adib held a meeting with representatives of the bilateral Shi’ite “Hezbollah” and “Amal Movement,” and then immediately went to a meeting with Aoun, he had first announced a statement, after he wished remain silent and silent for two weeks, and it seemed clear from this statement, which is practically headed for resignation, saying: “The task assigned to me was the result of an understanding between the majority of the Lebanese political forces, which is form a government of apolitical specialists in a record period, in preparation for the start of the implementation of the reforms immediately, and on this basis I did not do it The objective is not to be a singular opinion, nor to target one of the Lebanese political components but choose a government training of specialists. Any other proposal will later assume that there is a different approach to the new government, since it does not correspond to the mission for which it was assigned.
Before Mustafa Adeeb arrived in Baabda, the Hezbollah bloc rushed to issue a statement in which it categorically refused to name anyone in it to the ministers who represent him in the government, and to prohibit the Shiites from receiving the portfolio of the Ministry of Finance, and shortly after his meeting with Aoun, Adeeb left. Excuse me or resign, but repeatedly talk about a new consultation period!
It was not surprising, after it was rumored that Paris had given one last chance for the success of Macron’s initiative, before it collapsed, which would open the door to a series of new sanctions that France itself had threatened with take against those who refuse to implement their commitment to the rescue initiative that Macron discussed twice with representatives of all Lebanese political forces.
The United States had stepped up its threats to impose a wide and tough range of sanctions against a large number of Lebanese politicians at the highest levels, as a new batch after sanctions against former ministers Ali Hassan al-Khalil of “Amal” and Youssef Fenianos. from “Al-Marada” and they are from “8 March”.
It is not clear or expected that Macron’s initiative will manage to save Lebanon from collapse, and in the context of political obstacles and complications that add to the suffocating financial crisis and live, the words of Foreign Minister Jean-Yves Le Drian, who coincided with Macron’s presence in Beirut, will achieve the result, when he says: “Lebanon may be in danger of disappearing if it does not engage in a serious and profound reform process.” The French president’s talks had fully defined his priorities.
The horror caused by the port volcano and the magnitude of the disaster that struck Beirut was a factor that initially helped to accept the corrupt political system with the French initiative, as the country faces famine and total collapse and there is a widespread popular revolution that It did not help all criminal law enforcement operations to stop it, but this system will catch your breath and never succumb to ransom. The government is fulfilling the mission of the reform despite its approval, because it knows well that reform means uprooting it, ending its role and perhaps holding it accountable.
Thus, Macron traveled and began to return to the starting point, and the process of formation of the “mission government” collided with a series of conditions, demands and quotas, and it was strange that Aoun, who held binding parliamentary consultations in light of hints of American sanctions, he quickly ended up assigning Adeeb a majority of 70 votes, and he returned again after a week for a strange theory, that is, consultations with the parliamentary blocs to resolve the knots, but the bitterness of the irony revealed that these contracts were doubled.
Thus, obstacles and conditions have accumulated that will ultimately undermine Mustafa Adib’s mission and Macron’s initiative, and will place Lebanon in front of two types of sanctions, those that will be imposed on politicians in the United States and France, and those that will that people will pay the fatal price when doors are closed to their ability to get help.
First: The Shiite duality adheres to the Ministry of Finance, in the context of saying that this is from the constitution and the charter, but there is neither in the constitution nor in the charter what stipulates this, not even in what is called “custom”, as evidence that this portfolio has been in the hands of Sunni Muslim and Christian ministers. Where does this adherence come from, if not from a clear effort to lay the fabricated foundation for the triangle rather than parity, which was stipulated in the Taif Agreement, and which can be added here to the deceptions imposed by the Taif Agreement. Doha, what is the theory of the “third obstacle” that paralyzed the work of the Authority? Executive is known as?
Second: Aoun’s insistence on a 24-minister ministry, contrary to the agreement on a 14-minister specialist ministry, but implicitly with the aim of preserving the “third-party obstructor” rule that was his and his allies!
Third – Linking the Union’s acceptance of the rotation with the application to obtain the Ministry of Finance, which doubles the obstacles with the Shiites who refuse to rotate in the Ministry of Finance!
Fourth, and stranger, that the political and party system, the government initiative of the reform mission, which is supposed to be made up of non-political specialists and far from political tutelage, was sidelined and compromised. in the fight for bags and quotas, which means that he buried Macron’s initiative under the rubble of the destroyed port!
From here
Any real reform process will end with the uprooting of the corruption system from its roots, and because the cutting of livelihoods by slaughtering the throat, in a country in which robberies and looting were overflowing with 300 billion dollars, according to the publications European newspapers, it is no wonder that the last French deadline expires and Lebanon slides on the path of disappearance, regardless. On the painful penalties that will affect most of the corrupt and worn-out system.
But Lebanon is drowning in hunger, and hunger creates security chaos, which creates chaos, and chaos is a despicable path that the Lebanese know well that can lead to a new civil war, regardless of the link between the situation. Lebanese and its tragic developments with regional developments and the conflict between the United States and Iran, which is using it as a pressure card on the eve of the American elections, Lebanon may fall into ruin, just as it happened in the port!
