The strike by the executive body of the Association of Full-Time Professors of the Lebanese University for two consecutive days left mixed reactions among professors. And some of them did not count on the strike, in terms of timeliness and effectiveness, since most of the universities have not yet begun to study and teaching in the first semester will be remote. Likewise, the measure “occurred in the context of reaction and not action”, since the League expected, according to educational sources, the issuance of two entry decrees for the two ministers, Hamad Hassan and Lama Yammine, owners of the university to demand the entry of more than 50 professors who retired before the entry of the owners and were denied retirement pensions and health coverage, while “No precise data was collected on the files of these professors.” The sources They noted that “there were two stations that required action: the first was last year when they retired, and the second when retired professor Ali al-Muash and the non-Vasily Boogie hired professor died in the Corona pandemic.” Their sources expressed their fear of using the movement in the League elections that are just around the corner, while the university must not only address the rights of the people, but make it an issue. of public opinion as well as corruption, the judiciary and hospitalization, “The League and groups of teachers failed in this in the 2018 strike. Retired full-time employees will take the legal path to obtain their right to enter the owners by filing a lawsuit with the State Council. In this context, they reviewed the former minister, lawyer Ziad Baroud, who explained to Al-Akhbar that “you cannot appeal against the decrees of the two ministers, Hassan and Yameen, because they are deserved. Rather, the dispute may be linked to the administration in question, that is, the Ministry of Education, because the objective is not to overturn the decision issued against the two ministers. What is the benefit of joining the rest (full-time retirees and others full-time) ». He explained that “the problem is not with the two ministers, but with the authority, that is, the Council of Ministers, which decided that the owners enter them and deny the matter to the others, and even discretion has its origin, since that there is a general constitutional principle which is equality between people who have a similar legal status, and there is no indoor summer or winter. Baroud asserted that the entry of the incumbents after two years of sabbatical is a “decisive and inevitable”, as stated in article 37 of the University Organization Law: “… repeaters spend two years of training, after which their confirmation It will be based on the recommendation of the College Board and the approval of the College Board. Al-Akhbar learned that there is a tendency for a group of other full-time employees (more than 1,100) to follow a similar legal path. Note that the Council of State has not yet issued the final decision regarding the ownership of some contractors excluded from the assignment file in 2014, despite the fact that the preparatory decision, the opinion of the scheduled consultant and the opinion of the government commissioner came out in his favor.

For his part, the president of the League Executive Committee, Youssef Daher, said that the strike brought university problems back to the cabinet table, especially since the university staff now includes only 15 percent of the professors, while it should include at least 80 percent of them.
